Purpose:
Responsible for ensuring employment of qualified certified and non-certified staff. Facilitates the alternative licensure processes and procedures to non-certified staff and stays up-to-date on all alternative licensure pathways available.

Primary Job Responsibilities:
Recruitment:
Posts staff vacancies in applicant tracking system. Maintains communication with hiring managers throughout the recruitment cycle. Conducts employment verifications for those recommended for hire. Reviews background checks, drug screenings and medical results to ensure compliance with policy. Completes and sends offer letters to new staff members. Monitors progress of each new staff member throughout the onboarding process. Follows up with new hires as needed to ensure timely completion of the pre-hire documentation process. Coordinates onboarding process for new District Leadership staff prior to Board approval. Processes preliminary info for District Leadership prior to Board approval/confidential Coordinates and/or participates in local career fairs to attract quality talent for the district.
Orientation/Onboarding:
Schedules candidates for orientation/onboarding. Assists with and facilitates portions of weekly orientation/onboarding sessions. Verifies direct deposit, I-9 and supporting documents, and tax documents. Enters confidential data for I-9 E-Verification. Submits technology ticket requests timely for new devices. Maintains and updates the new employee checklist throughout the hiring process. Enters employee information into systems such as Sylogist and HRIS with accuracy Updates employee information on district lineups and ensures information is accurate Verifies and enters budget code into Sylogist Communicates with technology team through tech tickets to add/update information for employees Complete longevity forms and provides permission to work document Informs RSS teams of new hire information Conducts 90-day check-ins with new hires.
Licensing:
Reviews and evaluates transcripts during the hiring process. Identifies & establishes teaching pathway (Traditional/Renewal/Residency) for each new teaching position. Updates employees on their pathway status and sends Residency Invites to those who qualify. Meets with staff to review license, pathway plans, requirements and/or progress throughout the year (at least quarterly). Follows up/request required testing. Conducts meetings w/ potential or current Residency participants and provides informational packet and resources for RES enrollment preparation. Creates presentations, flyers and informational materials to guide the renewal and residency process. Coordinates the Residency Licensure (RL) Form and documentation process for employees in the program. Submits RL extension requests to DPI. Ensures that test scores, RL forms, certificates, etc. are maintained in participants' folders Proactively stays up-to-date on local policies/procedures and state and federal laws related to licensure. Ensures the district is in compliance. Works with colleges/institutions to ensure that each participant has all appropriate documentation to apply for and clear their license with NCDPI. Communicates with RALC (Regional Alternative Licensing Center), CTE Department and DPI (Department of Public Instruction) regarding alternative licensure as needed. Serves as the liaison between RSS and approved Educator Preparation Program. Maintains database of all alternative licensed positions per site
Staff Movement:
Processes new hires/transfers/resignations/changes for certified and non-certified staff in staff lineups and the HRIS. Enters and maintains accurate records in HRIS. Enters/processes demographic and salary information for classified staff members in Sylogist.
Miscellaneous:
Composes "Teaching Status" Email Template. Maintains strict confidentiality of all personnel matters. Serves as backup for other staffing specialists. Performs other duties as assigned.
Qualifications:
Associate degree preferred in related field and two years recruitment/staffing/HR experience; or any like combination of education and experience. Two+ years experience working with teacher licensure requirements and procedures strongly preferred Professional written and verbal communication skills Strong initiative and ability to anticipate issues proactively. Ability to succeed in a fast-paced environment. Ability to work and solve problems independently as well as part of a team Excellent computer skills to include Microsoft Office products Professional and strong verbal and written communication skills, and interpersonal skills Proven track record of reliability and responsibility. Detail oriented with strong organizational and administrative skills. Discreet, able to handle confidential and proprietary information appropriately. Basic knowledge of educator licensing is a plus

Requires the occasional exertion of up to 10 pounds of force Regularly requires sitting, speaking, or hearing, using hands to finger, handle or feel and repetitive motions Occasionally requires standing, walking, stooping, kneeling, crouching, or crawling with hands and arms, pushing, or pulling and lifting Requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities Ability to work in a moderately noisy location (e.g. business office, light traffic)
