Job Description

Job Description As the Director of Recruiting, you will oversee the recruiting team and talent acquisition functions. This role is responsible for creating and executing recruitment strategies, managing the full recruitment lifecycle, and providing guidance, support, and leadership to recruiters, hiring managers, and program stakeholders. Work Location This position is required to work onsite five days per week at the company headquarters, with occasional telework as approved. Supervisory Responsibilities This position has direct supervisory responsibilities and serves as a coach and mentor for other positions in the department. Duties and Responsibilities Lead a team of recruiters by providing guidance, support, coaching, and professional development opportunities. Establish and maintain strong relationships with hiring managers and Program Managers to understand hiring needs and develop strategies to meet those needs. Manage recruiting priorities across multiple programs, contracts, and business units to ensure staffing goals are met. Mentor, train, and develop recruiting staff to improve sourcing techniques, candidate engagement, and overall recruiting effectiveness. Monitor recruiter workloads and requisition assignments to ensure balanced distribution and optimal team performance. Monitor, analyze, and report on recruiting metrics, including time-to-fill, time-to-hire, source effectiveness, and cost-per-hire, providing regular updates to leadership. Lead the team through job offers, salary negotiations, and related candidate communications. Build and maintain a robust pipeline of qualified candidates for current and future hiring needs, with a focus on hard-to-fill, cleared positions, and strategic growth areas. Conduct regular pipeline reviews with recruiters and hiring managers to evaluate progress and adjust recruiting strategies as needed. Develop and execute recruiting strategies that align with company growth objectives and ensure positions are filled efficiently with high-quality talent. Establish recruiting best practices, standard operating procedures, and process improvements to increase efficiency and scalability. Oversee candidate experience initiatives to ensure timely communication, professional interactions, and a positive employer brand. Collaborate with Human Resources to support onboarding, employee engagement, and retention initiatives. Track and manage recruiting budgets, vendor relationships, job board subscriptions, and sourcing tools to maximize recruiting return on investment. Ensure all applicant tracking systems, databases, and candidate records are maintained accurately and updated regularly. Provide regular feedback to leadership regarding hiring challenges, market conditions, candidate availability, and workforce trends. Drive accountability across the recruiting team by setting performance expectations, monitoring results, and implementing corrective actions when necessary. Support organizational growth initiatives by identifying innovative sourcing methods, recruiting technologies, and talent acquisition strategies. Manage the full-cycle recruiting process, including sourcing, interviewing, offer negotiation, and onboarding. Conduct candidate assessments, coordinate interviews and reference checks, and provide timely feedback to applicants and hiring stakeholders. Develop job postings, job descriptions, and job advertisements to attract qualified candidates. Participate in recruitment-related events, including job fairs, open houses, happy hours, staffing events, and virtual hiring events, as appropriate, to promote the company and support talent attraction. Maintain accurate records and documentation of hiring processes. Develop relationships with universities, professional organizations, and industry groups to expand candidate pipelines and strengthen employer branding. Stay current with the latest recruiting trends, market conditions, sourcing methods, and talent acquisition technologies, adapting strategies accordingly. Assist in the development and execution of employee referral programs and other talent attraction initiatives. Education and Experience 5-8+ years of recruiting and talent acquisition experience, along with broad HR experience to include team leadership, talent management, and performance management. Recent experience recruiting across multiple discipline areas and levels, including nonexempt, exempt, and leadership positions within the cleared community. Bachelor's degree in Human Resources, Business Administration, or a related field preferred; equivalent recruiting, talent acquisition, or HR leadership experience may be considered. Experience with the full life cycle recruiting process from sourcing through onboarding. Previous experience capturing recruiting metrics and producing employment reports. Experience with sourcing methods and tools, including internet sourcing, social media, networking, employee referrals, job postings, open houses, and virtual job fairs. Salary $150,000 - $170,000. This represents the typical salary range for this position, but is not guaranteed. Salary is based on experience, location and contractual requirements which could fall outside of the range listed. , Required Skills Superior verbal and written communication skills. Proficient with Microsoft Office Suite or related software. Experience with AGILE ATS or similar applicant tracking systems a plus. Excellent interpersonal, counseling, and negotiation skills. Strong presentation skills. Excellent leadership, coaching, and team development skills. Strong analytical and critical thinking skills. Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
