Job Description

The Talent Acquisition & Engagement Manager is responsible for leading full-cycle recruiting and driving employee engagement initiatives that support retention, culture, and organizational effectiveness at Home Care Delivered. This role supports hiring for a high-volume, operations-driven environment, including call center and customer service functions. Success in this role requires the ability to manage multiple openings simultaneously, prioritize effectively, and deliver consistent results in a fast-paced setting. This role requires strong judgment, proactive ownership, and consistent execution. The ideal candidate is a self-starter who anticipates needs, meets deadlines, and delivers high-quality work with minimal oversight. This position is based in the Richmond, VA area. A hybrid work arrangement is preferred, with regular in-office presence to support onboarding, collaboration, and business needs. Key Responsibilities Talent Acquisition & Onboarding Own and manage the full recruitment lifecycle from intake through offer acceptance, partnering with hiring managers to define staffing needs, success profiles, and timelines. Develop and execute sourcing strategies aligned with role requirements, labor market conditions, and business priorities. Draft, post, and manage job postings across appropriate platforms. Screen and evaluate candidates to identify qualified talent and maintain strong candidate pipelines. Coordinate and schedule interviews; prepare structured interview guides and selection materials. Partner with hiring managers and HR leadership on offers, including compensation recommendations and start dates. Prepare and issue offer letters for hires, promotions, and internal moves. Ensure all recruitment and onboarding activities are compliant with applicable laws and company policies. Co-facilitate new hire orientation and ensure a consistent, positive onboarding experience. Maintain accurate and up-to-date records in ADP and other systems. Job Architecture & Role Clarity Partner with leaders to create, review, and maintain accurate job descriptions across the organization. Ensure roles are clearly defined, aligned with business needs, and compliant with applicable standards. Employee Engagement & Retention Design and execute employee engagement initiatives aligned with company culture and retention goals. Own the promotion and communication of the Employee Assistance Program (EAP), ensuring employees understand available resources and how to access them. Manage recognition programs (e.g., Employee of the Month), ensuring timely execution and clear communication. Operational Excellence Demonstrate strong ownership and follow-through across all responsibilities. Proactively identify risks, gaps, and process improvements—and address them before they impact the business. Deliver work that is accurate, timely, and aligned with business objectives.
Qualifications:
Required Skills & Abilities Strong verbal and written communication skills. Ability to build effective partnerships with leaders at all levels. Proven ability to independently manage recruiting strategies across multiple roles. Strong organizational and time management skills with the ability to meet deadlines. High attention to detail and accuracy in employee-facing work. Working knowledge of employment laws and recruiting best practices. Proficiency with
ATS/HRIS
systems (ADP preferred) and Microsoft Office. Education & Experience Bachelor s degree in Human Resources or related field, or equivalent experience required. SHRM-CP or
SHRM-SCP
preferred. 3-5+ years of experience in recruiting and/or HR required. Physical Requirements Prolonged periods of sitting at a desk and working on a computer.
