The Manager Training and Development leads, designs, and delivers employee learning and engagement initiatives that support professional growth, organizational effectiveness, and a culture of continuous learning. This position applies adult learning principles and data-informed strategies to create high-impact learning and leadership programs, employee engagement initiatives, and other college-wide recognition and development efforts. Serving as the college's lead resource for talent development, this role works collaboratively across departments to ensure that professional development, leadership programming, and employee engagement initiatives align with the college's strategic priorities and values.
Position Overview and Key Responsibilities:
Talent Development & Instructional Design Design and deliver a variety of learning and development programs (e.g., instructor-led, virtual, blended) focused on leadership, professional skills, and career development. Apply adult learning principles to develop training materials, webinars, job aids, assessments, and resources tailored to employee needs. Develop and maintain competency-based career pathways aligned with institutional goals and HR strategy. Conduct training needs assessments to inform content development and learning objectives. Evaluate program effectiveness through surveys, feedback, and performance outcomes; revise content and delivery methods based on findings. Use learning technologies and systems to broaden access and promote engagement with development offerings. Engagement Programs & Events Management Lead the planning, coordination, and execution of employee engagement, recognition, leadership, and professional development programs and events. Partner with departments and stakeholders to deliver meaningful programming that enhances institutional culture, celebrates excellence, and supports retention and morale. Coordinate logistics, communication, and implementation for high-visibility events, including scheduling, vendor coordination, registration, and on-site support. Develop program branding, collateral, and marketing strategies in collaboration with the Marketing department. Stakeholder Collaboration & Communication Serve as a consultant and resource to college departments seeking customized training or engagement support. Facilitate strong relationships across academic and administrative units to identify development priorities and ensure alignment with college-wide initiatives. Develop and distribute engaging communications that promote learning programs and events to college employees. Operational Support & Continuous Improvement Maintain accurate documentation and records of all training and engagement activities. Identify and implement process improvements related to training delivery, event coordination, and learner support. Assist with maintaining internal databases for employee development, professional development credits, and event participation. Supervises the Training and Development Partner, providing direction, guidance, and performance feedback to ensure alignment with departmental goals and the effective execution of training programs and initiatives. ESSENTIAL JOB FUNCTIONS
Manages and coordinates a variety of Human Resources services including employee relations, benefits, compensation, training and development, recruitment, orientation, evaluation, classification, and policies and procedures; ensures compliance with internal and external regulations. Provides interpretation and analysis of human resource policies, practices, and work rules for employees, supervisors, and applicants. Compiles, organizes, and analyzes a variety of data; tracks human resource metrics; creates reports; recommends changes to policies, procedures, compensation, and/or benefit levels; and maintains related records. Coordinates the activities and functions of an assigned human resources¿ function, which includes: recommending program changes; developing program plans; coordinating programs; implementing solutions; preparing annual projections; and recommending vendors. Monitors and tracks departmental budget; approves transfers, invoices, and purchase orders; and ensures compliance with objectives and goals. May supervise assigned HR staff and student workers to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; recommending and advising staff on effective strategies to meet staffing and organizational goals; and making hiring, termination, and disciplinary recommendations. Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor's degree in Human Resources or a related field; four (4) years of related work experience in human resources; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications:
Experience in higher education or public sector environments. Experience leading large-scale events or recognition programs. Familiarity with learning management systems (LMS) and online learning platforms. Professional certification in training or talent development (e.g., ATD, CPTD, SHRM-CP).

Proficiency in MS Office Suite and presentation tools; comfort with virtual training platforms. Strong collaboration and relationship-building skills. Creativity and innovation in talent development strategy and delivery. Strong attention to detail and organizational skills. Ability to analyze data and feedback to improve programs continuously.

WORK ENVIRONMENT
May be required to work hours other than the regular schedule including nights and weekends. This position requires regular and reliable attendance and the employee's physical presence at the workplace.
