The Behavioral Health Regional Learning Manager is responsible for leading learning and development initiatives across designated RHA Behavioral Health locations in North Carolina. This position provides direct supervision to Employee Development Specialists supporting the Central, East, and West regions and maintains oversight of training compliance, including new hire orientation, ProAct certification, required in-service training, and ongoing staff development. The incumbent collaborates with Human Resources, Quality Assurance, and operational leadership to ensure employees are equipped with the competencies necessary to deliver high-quality, person-centered services. Core Competencies Leadership and People Management Provides leadership, guidance, and developmental coaching to direct reports Establish clear performance expectations and accountability measures Promotes a culture of ownership, consistency, and operational excellence Conducts regular supervision and performance management activities Training Design & Facilitation Applies adult learning principles in the design and delivery of training programs Develops, evaluates, and updates curriculum and instructional materials Delivers training through in-person, virtual, and blended learning modalities Facilitates compliance, and leadership development training Compliance & Records Management Maintains accurate and compliant training records and documentation Oversees certification tracking for ProAct, CPR, and related requirements Monitors learning management system reporting and data integrity Demonstrates knowledge of applicable regulatory and accreditation standards Job Responsibilities Team Leadership & Supervision Provides direct supervision to Employee Development Specialists through coaching, individual meetings, and development planning. Establishes regional training priorities, assigns responsibilities, and monitors team performance and progress. Conducts performance evaluations and partners with Human Resources on corrective action, as appropriate. Fosters a high-performing team culture aligned with organizational values and service expectations. Regional Learning Strategy & Program Oversight Leads the regional learning and development strategy in support of clinical, operational, and compliance objectives. Ensures required training, including NEO, ProAct, CPR, and annual in-service education, is current, standardized, and appropriately documented. Partners with operational leaders and Human Resources to identify competency gaps and implement targeted learning solutions. Evaluates training effectiveness and updates programs based on performance data, feedback, and business needs. Collaborates with Quality Assurance and operations leadership to ensure training content reflects current regulations, policies, and best practices. Training Compliance & Records Management Oversees training compliance across Behavioral Health locations and addresses documentation, certification, and recordkeeping issues in a timely manner. Maintains accurate learning management system records and training assignments beginning at the employee's date of hire. Prepares compliance-related reports for leadership and supports audit readiness activities. Ensures adherence to record retention requirements and maintains training documentation in an audit-ready state. Monitors 30-, 60-, and 90-day training completion requirements for new hires. Training Delivery & Facilitation Facilitates key training programs, including ProAct, leadership development, and specialized behavioral health content. Provides facilitation support during periods of increased training demand or staffing coverage needs. Designs and delivers learning experiences using in-person, virtual, and blended instructional methods. Coordinates trainers, logistics, materials, and participant communication for regional training events. Stakeholder Partnership & Communication Serves as the primary learning and development contact for regional clinical and operational leadership. Collaborate with executive and enterprise learning leaders to align regional priorities with organizational strategy. Communicates training-related risks, gaps, and recommendations to appropriate stakeholders and escalates concerns, as needed. Represents Learning and Development in North Carolina Behavioral Health leadership and quality improvement meetings. Performs other duties as assigned. Minimum Qualifications Bachelor's degree in Human Services, Adult Education, Organizational Development or a related field preferred. A minimum of 3-5 years of professional experience in learning and development, training, or Human Resources is required; experience within behavioral health, IDD, or human services environments is strongly preferred. A minimum of 1 year of supervisory experience with demonstrated success in leading and developing staff is required. Experience managing training compliance and learning management system records, such as Relias or Workday, is required. Experience facilitating adult learning programs is required. Regional or multi-site experience is preferred. Skills & Competencies Demonstrated facilitation and presentation skills informed by adult learning principles. Proficiency in learning management system administration, Microsoft Office applications, and virtual training platforms such as Zoom or Teams. Strong verbal and written communication skills with the ability to engage audiences ranging from direct support professionals to senior leadership. Strong organizational and project management skills with the ability to manage multiple priorities effectively. Ability to interpret compliance data, monitor completion rates, and report findings to leadership. Knowledge of behavioral health regulatory requirements, including CARF/CQL and applicable state licensing standards, is preferred. Other Requirements A valid driver's license and reliable transportation are required; position requires up to 40% regional travel. ProAct certification must be obtained within 90 days of hire. CPR/First Aid certification must be obtained within 30 days of hire. Successful completion of all RHA background screening and credentialing requirements is mandatory. #RHABH Pre-employment screening: Complete criminal background Name checked in the registries.
