Job Description

This position is in Veterans Benefits Administration, Education Service (EDU). EDU has department wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation. This mission is accomplished by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Title 38 and Title 10, United States Code.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/14/2026.
TIME-IN-GRADE REQUIREMENT
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience:
Specialized experience i s defined as experience demonstrating all of the following: Experience in developing complete full-length courses using Adobe products (i.e Adobe Connect, Adobe Captivate, Adobe Cloud). Experience in reviewing and evaluating audiovisual aids of substantial scope, that are often in untried form and assesses the adequacy of the product. Experience in developing or overseeing the production of classroom handouts, instructional materials, aids, and manuals and stays abreast of new trends and tools. Experience instructing courses covering advanced technical systems or specialized subject matter areas comparable to the upper-division undergraduate coursework.
INDIVIDUAL OCCUPATIONAL REQUIREMENT

Undergraduate and Graduate Education:
Major study•education or a subject area related to the position to be filled•OR•
EXPERIENCE:
Specialized Experience:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Volunteer Experience :
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs.
Part-Time Employment:
Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements :
The work is primarily sedentary. No special physical demands are required to perform the work, although there may be some slight physical effort required in some situations to include the setting up and breaking down of training classrooms and environments and packing and shipping of training materials.
