This position identifies and screens applicants, supports hiring managers throughout the selection process, and ensures that all new employees receive comprehensive and timely training. The position is responsible for developing, coordinating, and delivering training programs that support employee learning, skill development, and ongoing professional growth in Relias. This role ensures staff receive high‑quality instruction, clear guidance, and the resources needed to meet organizational standards. The Trainer designs curriculum, facilitates in person and virtual sessions, evaluates learning outcomes, and collaborates with leadership to identify training needs. The ideal candidate is organized, engaging, and committed to fostering a positive learning environment within the office setting. This role requires strong communication and creative skills, the ability to analyze workforce trends, and the capacity to collaborate across departments to support both recruitment and training. The specialist plays a key role in shaping the agency's public image while ensuring positive and efficient hiring experience for applicants and staff.
ESSENTIAL JOB DUTIES
Coordinates staffing needs with Executive, Management, and Human Resources staff Screen resumes, interview candidates (by phone or in person), administer appropriate assessments and reference/background checks, make recommendations for hire (or not hire) and deliver employment offers. Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates. Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, non-compete agreements). Manages candidate activity in the applicant tracking system for accuracy and completion of all documents. Participates in on-boarding, orientation, on the job training and in service trainings and maintains training records on each Create instructional content, tutorials, and learning resources; update materials as needed. Prepares monthly, quarterly and annual recruitment reports Ensures employees are in compliance with certifications required by grantors. Measure outcomes and adjust programs to improve performance and engagement. Monitors Relias and updates training to maintain compliance. Familiarity with ATS systems, Microsoft Office, and instructional software. Create and update training materials, manuals, and learning resources. Performs other related work as assigned.

Ability to identify and attract qualified candidates through job boards, networking, referrals, and social platforms. Maintain strong communication with candidates and hiring managers.

EXPERIENCE AND EDUCATION QUALIFICATIONS
Bachelor's degree preferred Basic knowledge of employment recruitment strategy and training 2 years of experience in human resources.
NECESSARY SPECIAL QUALIFICATIONS
