Duties Description Reporting to a higher-level Human Resources (HR) professional, the Training Specialist will assist with various assignments related to staff development and training, employee engagement and retention, and diversity and inclusion. Responsibilities include, but are not limited to: Assist with the oversight, operation and implementation of OMIG's mentoring program, which includes but is not limited to: draft various documents for both internal and external dissemination work with the Staff Development Unit to create an annual calendar of events, ensuring timely execution of the program work with various business partners in and out of the organization (division leadership, executive, EAP colleagues, etc.), to engage staff and attract new participants respond to questions and/or concerns from participants, supervisors, etc. and resolve concerns manage participant feedback and escalate feedback as necessary/appropriate, such as suggestions for substantial changes to the program track participant feedback using various tools and/or software to identify trends and opportunities for growth within the program, as well as overall effectiveness Act as an administrator for the State Learning Management System (SLMS), enroll employees in mandatory training, run compliance reports and send reminders, trouble-shoot and/or follow up issues encountered, respond to routine inquiries. Ensure records are updated and accurate by comparing various biweekly reports, transactions, and other data sources. Participate in the implementation and presentation of training, either in classroom settings or using various forms of technology. Prepare and disseminate training announcements, sign in participants, track application status. Assist with the monitoring of the staff development mailbox, answer routine inquiries, trouble-shoot issues or escalate for attention or resolution as appropriate. Work with HR staff to monitor trainee and evaluation performance programs and evaluations for identified training needs. Research various sources to find information, materials, and technologies to aid in the design and development of training programs or selection of appropriate vendors. Assist with creation of various survey or assessment tools, analyzing feedback, and making recommendations as a result. Work with third-party vendors to outline terms and logistics of contracted training. Identify and assess specific engagement best practices, identify retention issues by creating survey or assessment tools; conduct onboarding, "stay" and exit interviews. Identify staff development needs and gauge staff engagement by interacting with agency program managers. Perform analysis, identify best practices and deficiencies, recommend strategies. The minimum qualifications required for this vacancy. An associate's degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. OR Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (NY HELPS) program as a Training Specialist Trainee 1 if they have 4 years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency's mission.
Substitution:
An associate's degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. OR Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement - Statewide (NY HELPS) program as a Training Specialist Trainee 2 if they have 5 years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency's mission.

An associate's degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. OR Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on a current Professional Career Opportunities (PCO) eligible list. Appointment from this eligible list would be as a Training Specialist 1 Trainee and to be advanced to the full performance level, Trainee Specialist 1, you must successfully complete a 2 year traineeship. OR Candidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list. Appointment from this eligible list would be as a Training Specialist 1 Trainee and to be advanced to the full performance level, Trainee Specialist 1, you must successfully complete a 2 year traineeship. OR Candidates within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
