This position is in the General Government (GGU) bargaining unit at a range 18. This position is open to Alaska Residents only. Please check our Definition FAQ to determine if you qualify.
Notice of Work Site:
Please note, this position requires full-time on-site work at Joint Base Elmendorf-Richardson to facilitate collaboration with various divisions supported by DAS. Remote work may be permitted up to two days a week, subject to the hiring manager's approval, and/or successful completion of probation.
What You Will Be Doing:
As Training Specialist 2, you will play a critical role in developing workforce capability across the department. You will independently assess training needs, identify skill gaps, and design targeted learning solutions that translate state and department policies into clear, practical guidance across areas such as budgeting, procurement, grants, and personnel processes. In collaboration with leadership and subject matter experts, you will develop curricula, job aids, and training resources that promote consistency and compliance. In this role, you will deliver training through a variety of methods, including in-person, virtual, and e-learning formats, adapting content to meet the needs of diverse audiences. You will also provide coaching, mentorship, and consultative support to help staff apply what they've learned and strengthen overall performance. Additionally, you will manage and continuously improve training programs by coordinating logistics, maintaining training records and resources, and evaluating effectiveness. By applying instructional design and adult learning principles, you will ensure training remains relevant, accessible, and aligned with departmental goals.

SPECIAL NOTICE - JBER
(BASE) ACCESS • NOTE• The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration. State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.
Special Note :
In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment.
