Job Description

Overview Catalyst Solutions is seeking an experienced Training Specialist to support the development and delivery of training programs for the Counter Intel-Human Intel Equipment Program (CIHEP) and related identity operations systems in support of Naval Information Warfare Center-Atlantic (NIWC-A), Charleston, SC, and the Sensing & Information Operations (SIO) Team. This position requires a person who thrives in a technically demanding, fast-paced defense acquisition environment, collaborating with a multi-disciplinary team of logistics, engineering, and program management professionals to build and execute effective operator and maintainer training across the CIHEP suite of systems. Security Clearance Requirement Must be able to obtain and maintain a Secret security clearance. Education Requirements Bachelor's degree in Education, English, Psychology, or Business. Industry Training Certification required (see Qualifications and Certifications). Experience Requirements Experience requirements may be fulfilled simultaneously. Ten (10) years of experience supporting Navy or Marine Corps projects to include: establishing training needs, developing goals and objectives, developing training programs, conducting New Equipment Training (NET), and applying the Instructional System Development (ISD) process. Specific Performance Requirements Develop and coordinate training courseware analysis, design, and delivery for CIHEP programs, including TAK ecosystem (ATAK/WinTAK) operator and maintainer courses aligned with the Instructional System Development (ISD) process. Develop Unit Training Courses and Train the Trainer (T3) courses focused on CIHEP system operations, maintenance, and employment techniques, ensuring content meets knowledge and skills standards for assigned Marine Corps units. Design and deliver classroom instruction programs for Testing, Initial Key Personnel Training (IKPT), and New Equipment Training (NET) across CIHEP programs. Develop SAT-compliant training materials and lesson plans for CIHEP operator training on new equipment and software in accordance with the Program Manpower, Personnel, and Training Plan (MPTP). Conduct NET/Mobile Training Team (MTT) support to operational forces at I, II, and III MEF, MARFORRES, and

; prepare Trip Reports within five (5) days of mission return including a detailed class roster and student critique sheets. Develop and deliver instructional content on TAK ecosystem configuration and employment, to include ATAK and WinTAK end-user device (EUD) setup, plugin management (e.g., UAS Tool, VMF), TAK Server routing, data federation, mission packages, and Common Operating Picture (COP)/Position Location Information (PLI) dissemination. Develop training curriculum on IP-based tactical communication networks and Mobile Ad Hoc Network (MANET) architectures, to include Persistent Systems MPU-5 and L3Harris

multi-channel radio integration with TAK end-user devices. Develop and deliver troubleshooting training for MANET systems, covering Tier 2/3 diagnostics including multicast routing, IP routing, USB/data cable interface anomalies, and RF degradation issues in austere operating environments. Review and recommend updates to IPS documentation (TMs, QRGs, Fielding Plans) for training accuracy and currency; prepare responses to program taskers for Government review. Participate in IPT meetings, working groups, and program reviews; formulate observations, recommendations, meeting minutes, and action item tracking. Support Job Task Analysis (JTA) and Maintenance Task Analysis (MTA) activities; coordinate training material alignment with logistics and engineering teams. Previous Experience (Preferred, Not Required) Prior military or defense contractor experience in tactical communications, C5ISR integration, or special operations communications.
TAK Ecosystem experience:
ATAK/WinTAK configuration, plugin management, and network integration in operational or training environments. Familiarity with MANET architectures, multicast routing protocols, and Cursor-on-Target (CoT) message formatting. Experience operating, maintaining, or training on identity operations or biometric systems (e.g., CIHEP, IDS-MC, GOTM-B, or equivalent DoD identity/biometric programs). Qualifications and Certifications Industry Training Certification required (e.g., Certified Professional in Learning and Performance (CPLP), Certified Technical Trainer (CTT+), Master Training Specialist, or equivalent). CompTIA Security+ or equivalent DoD 8140/8570 IAT Level II certification preferred. Formal Instructional System Development (ISD) training or certification preferred (e.g., ADDIE methodology, SAT process). Defense Acquisition University (DAU) coursework related to training management and manpower/personnel preferred. Professional Requirements, Skills, and Tools Technically proficient and committed to continuous learning within the training and defense acquisition domain; professional in conduct, communication (written and oral), and representation of Catalyst Solutions in all client and corporate settings. Strong critical thinking, problem solving, and time management skills; able to manage multiple concurrent assignments, meet deadlines, and work effectively both independently and as part of an interdisciplinary team. Strong interpersonal skills; ability to rapidly synthesize high volumes of technical and regulatory information, adapt to new technologies, and assimilate client and team needs. Proficient in MS Office (Word, PowerPoint, Excel, SharePoint); familiarity with TAK ecosystem tools, ATAK/WinTAK plugins, and DoD program documentation systems; ability to rapidly learn new software or web-based tools.
Pay:
$105,000.00 - $125,000.00 per year
