Job Description

The City is seeking to hire three (3) Temporary/Part-Time Job Skills Training Program staff to oversee and lead groups of Uplift Eureka Job Skills Training Program participants engaging in city beautification projects.
DEFINITION
Under general supervision, develops, coordinates, implements, supervises, and participates in targeted Community Services programs and activities; performs directly related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises technical and functional supervision over assigned staff and volunteers.
CLASS CHARACTERISTICS
The principal function of an employee in this class is to develop, coordinate, implement, supervise, and participate in targeted Community Services programs and activities. The work is performed under the supervision and direction of higher level staff as assigned, but significant leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires an employee in this class to establish and maintain effective working relationships with all others contacted in the course of work. The principal duties of this class are performed in a recreational facility. This class is distinguished from the Community Services Coordinator in that the latter has lead program coordination, administrative and day-to-day responsibilities. Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Develops, coordinates, implements, supervises, and participates in targeted Community Services programs and activities; Makes recommendations regarding prospective programs and/or changes to existing programs; Promotes and presents information concerning targeted Community Services programs to the general public, the media, and other applicable organizations; distributes information to potential and actual program participants; Assists in participant selection; Supervises and schedules participants, and provides for participant development and training; Leads and/or insures appropriate leadership of participants in targeted Community Services programs and activities; Collects and remits program fees; Coordinates and participates in the setup and removal of equipment and furniture utilized in programs and activities; Provides input on supplies needed, and purchases supplies within established guidelines; Completes and maintains various records relating to the operation of assigned Community Services facility; Insures that maintenance and/or safety issues are promptly resolved, and performs light maintenance as necessary; Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas; Responds to questions and comments from the public in a courteous and timely manner; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs other directly related duties consistent with the role and function of the classification.
Knowledge of:
Operations, programs, and activities related to assigned community services facility; Elements of effective interpersonal interactions with a wide range of targeted program participants; Supplies and equipment used in assigned community services programs, and their safe use; Basic supervision and training; Basic recordkeeping; Basic safety policies, procedures, and techniques; Modern office practices, methods and computer equipment. Computer applications related to the work. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
Ability to:
Interact effectively with subordinates, program/activity participants, and the general public; Develop and conduct interesting and effective targeted community services programs and activities; Learn department policies and procedures concerning safety, accident reporting, handling inappropriate behavior, etc.; Communicate effectively with others, both orally and in writing, using both technical and non-technical language; Understand and follow oral and/or written policies, procedures, and instructions; Prepare and present accurate and reliable reports containing findings and recommendations; Operate a personal computer using standard or customized software applications appropriate to assigned task. Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; Exercise integrity, ingenuity, and inventiveness in the performance of assigned tasks.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade and one (1) year of work experience in targeted community services program or closely related programs, including some supervisory experience or responsibility.
License:
May require a valid California class C driver's license with satisfactory driving record. Standard First Aid Certificate issued by the American Red Cross. CPR Certification
PHYSICAL DEMANDS
Must possess mobility to work in a standard office and/or community services/zoo facility setting and use standard office and/or recreation equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects necessary to perform job functions.
ENVIRONMENTAL ELEMENTS
Employees work primarily in an office and/or community services/zoo facilities environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Incumbents may be exposed to inclement weather conditions while performing some outdoors duties. Incumbents may be exposed to blood and body fluids rendering first aid and CPR, and are required to wear appropriate attire for the community services/zoo activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
May be required to work on evenings, weekends and holidays.
