87 This classification will administer Manatee County's impact fee program as it is described in the Manatee County Land Development Code (i.e., the collection of impact fees to support county infrastructure relating to parks, roads, law enforcement, and public safety). Also administer the school impact fee program authorized by the School Board of Manatee County. Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws. Working Conditions The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 75 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer. Job Description Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Review commercial permit activity and determine what types of impact fees should be paid by new commercial construction. Monitor residential permit activity, and related impact fees, generated by the county's Building Department. Assist in the periodic evaluation, revision, and implementation of impact fee schedules. Coordinate and monitor impact fee credit applications. Prepare periodic reports of impact fee and impact fee credit activity for distribution to county departments and constitutional offices that are partly funded by impact fee revenues. Assessing and monitoring impact fees on active building permits. Reviewing new commercial permits and calculating appropriate impact fees; working with permitting and plans review staff to obtain required information on project area and intended use. Following up with constituents and/or contractors who have paid their impact fees with bad checks; contacting fee payor periodically to try to collect with the check; assessing returned check charges. Coordinating changes and enhancements to the impact fee assessment capabilities of the Building Department's Community Plus permitting system. Involves meeting with representatives of ISD and the Building Department to identify system requirements. Monitor, Evaluate, and Adjust General Operations of Impact Fee Program. Evaluate forms, procedures, etc., used for Impact Fee Administration and, occasionally, for other areas in the Planning Department, modifying as needed to improve efficiency. Participating in Periodic Updates to County Impact Fee Schedules. Working with outside consultants when impact fees are studied. Interfacing as needed between consultants and other county departments during data collection. Processing Impact Fee Credits. Coordinating developers' applications for impact fee credits from initial application through approval by Board of county Commissioners. Also, applying authorized credits to active building permits and/or refunding against. Producing Management Reports and Responding to Requests for Information. Prepare monthly impact fee reports for distribution to directors of county departments and constitutional offices that are partially funded by impact fee revenues. Provide information to county constituents and their agents regarding all aspects of the impact fee program. Answer phone calls from constituents and/or their representatives who have general questions about impact fees in Manatee County. Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee's qualifications, essential job functions, and appliable federal and Florida law. Minimum Qualifications Bachelor's degree in business, accounting, management, or related field. Minimum of three (3) years fiscal-related experience. Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position. More Prior public sector fiscal or financial management experience highly desired. Prior supervisory or lead experience desired.
Knowledge, Skills, and Abilities:
Knowledge of generally accepted principles of accounting. Knowledge of analyzing and evaluating various County operations and functions. Knowledge of contracting and procurement procedures and public administration methods and practices, as well as departmental functions. Ability to understand State and Federal grant requirements and be able to coordinate with involved entities. Ability to perform research and analyze data using statistical methods and practices. Ability to prepare and communicate information, either orally or in writing, in a clear and concise manner. Ability to effectively oversee the work of others. Ability to establish and maintain effective working relationships with supervisors, associates, County officials and the general public.
