Job Description
CYFS Intake Program Director Full-Time, 80 hours/pay Children, Youth, and Family Services Troy A. Wood Human Services Complex, Franklin, PA Overall Objective of the Job This position is responsible for the management and operation of the Venango County Children and Youth Services Intake Department. This position is operationally responsible for workflow between the PIC, Intake and Ongoing Units. 1. Ensures that referrals for Child Welfare are in compliance with all applicable federal, state, and county laws and regulations. Maintains up to date knowledge of applicable laws and regulations relating to Children and Youth Services and interprets same to staff, as applicable. 2. Supervises the screening of and requests for services that enter through the intake department. Primarily focusing on Childline referrals. Managing the GPS and CPS referral list and moving cases from Pre-Intake. 3. Reviews the work completed by the PIC Unit Screeners to ensure accuracy and appropriateness of Child Welfare Reports. 4. Reviews and analyzes specific cases in a supervisory capacity to evaluate the quality-of-service coordination services provided. 5. Reviews and evaluates the case assignments, services, actions taken, information provided, decisions made, service planning completed by service coordinators and service coordination supervisors in the delivery of services both by oral consultation and review of record documentation. 6. Develops policies and procedures for the Intake Unit. 7. Prepares reports, summaries and documentation as required as needed on individual/family records and progress. 8. Assists in the development of case management plans and ensures that referrals are made timely and to the appropriate services. 9. Assists and supervises preparation for court reviews and hearings. Reviews court orders and petitions for appropriate language and content. May need to testify on an individual's behalf. 10. Completes the monthly supervisory on-call rotation schedule for
CYFS. 11.
Evaluates the needs of the unit and staff scheduled per shift. Works closely with the CYS Administrator in organizing the daily schedule. 12. Holds regularly scheduled individual supervisory conferences. 13. Holds meetings with staff as needed and provides training/education on an ongoing basis. 14. Provides information about the agency, its legal mandates, regulations, services, operations, etc., to other organizations, agencies, community groups and individuals. 15. Manually collects necessary data for Child Welfare that isn't captured by software systems. 16. Tracks the report provided by the IT department regarding submission of all CY48s to ensure compliance with mandated timeframes. Will direct supervisors, as needed, when CY48s need submitted. 17. Ensures expunction of all CPS cases at times identified by the PA Childline Office. 18. Reviews indicated CPS outcome determinations for appropriate regulatory language. 19. Participates in the Clinical Review Team meetings on daily basis. 20. Manages and reviews the daily communication log that reviews all responses/assignments and ensures follow up occurs as needed and the appropriate response time is given. 21. Assists supervisors in identifying cases that will need opened for services and provides support for difficult cases. 22. Collaborates with the CYS Administrator, HS supervisors, Directors, Clinical Manager and Training Senior Program Specialist/QA to develop trainings for the unit regarding current issues within the department. 23. Facilitates communication with agency solicitor when needed. Other Duties of the Job 1. Attends training, in-services and meetings as required. 2. Attends certification training as required. 3. Testifies at court hearings as required. 4. Travels to locations as required to perform essential job duties. 5. Performs other related work as required. Supervision Received Receives instruction and supervision from the CYS Administrator in regard to daily work duties and responsibilities. Supervision Given Position directly supervises the Service Coordination Supervisors with the CYS Intake Unit and provides oversight to the PIC unit Supervisors in regards to CYS responses. Assists Supervisors in managing Service Coordination staff. Working Conditions 1. Works indoors in adequate workspace, lighting, temperatures, and ventilation. 2. Works with average indoor exposure to noise, but subject to frequent disruptions and stress. 3. Normal indoor exposure to dust/dirt. 4. Works in conditions of potential outbursts or disruptive behavior of consumers. 5. Travels frequently during all seasons and is exposed to outdoor elements including snow and icy roadways. 6. Works frequently outside the office and is exposed to above average dust/dirt/odors and smoke. 7. Periodically works beyond normal work hours and/or maintains flexible work schedule.PHYSICAL AND MENTAL CONDITIONS 1.
Must possess above average ability to record, convey, and present information, explain procedures, and follow instructions. 2. Must perform the functions of the job in a high-stress environment, i.e., shifting priorities, strict deadlines. 3. Must be able to sit and/or drive for long periods throughout the work day with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of job. Dexterity requirements range from simple to coordinated movements of fingers/hands, feet/legs, and torso necessary to carry out duties of job. 4. Sedentary work with occasional lifting/carrying of objects with a maximum weight of fifty (50) pounds. 5. Must be able to cope with the physical and mental stress of the position. 6. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak. 7. Must be able to pay close attention to details and concentrate on work. 8. Must have above average ability to think clearly and act decisively.A. EDUCATION
Bachelor's degree in Psychology, Social Sciences, Human Services, or related field.B. WORK EXPERIENCE
Five years of professional level experience in the child welfare/children and youth system including three years of administrative and/or supervisory work demonstrating ability to manage complex service delivery units across one or more populations or age groups; or three years as a Senior Program Specialist; or an equivalent combination of education or related experience unless regulatory requirements state otherwise.C. CLEARANCES
Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results. Clearances must be renewed every three years. Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs." Must successfully complete pre-employment drug screening.KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED 1.
Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties. 2. Must be knowledgeable of regulations governing provision of Child, Aging, and Mental Health Protective Services, and Mental Health Crisis, as well as intake procedures for Aging, Children and Youth, Mental Health, Intellectual Disability, and Substance Abuse. 3. Must possess effective communication and interpersonal skills. 4. Must possess initiative and problem-solving skills. 5. Must possess ability to function independently, have flexibility, and the ability to work effectively with individuals, co-workers, and others. 6. Must possess ability to maintain confidentiality in regard to individuals' information and records. 7. Must possess ability to operate personal computer and related software, to type and utilize other office equipment, and to prepare required reports. 8. Must possess ability to make accurate observations and documentation of it in regard to individuals' needs and make determinations of risk assessment. 9. Must possess the academic knowledge and some skill in promoting therapies and social service work and skills with children, families, and individuals. 10. Must possess the ability to express empathy and understanding to all individuals. 11. Must be able to interact effectively with department staff, counselors, attorneys, and the courts. 12. Must be able to work effectively with persons involved in the criminal and/or juvenile justice system. 13. Must be able to rapidly establish rapport with individuals having behavioral health, substance abuse, or intellectual challenges. 14. Must have some knowledge of the judicial and court system as it relates to child and aging services. 15. Must possess a valid PA driver's license and have transportation available and a willingness to travel for work-related job duties.
