- designs, plans, coordinates, and executes test and evaluation of information technology.
Develops conceptual approaches and test strategies that will efficiently and effectively determine a system's ability to meet performance and interoperability requirements. Establishes priorities, milestones, and objectives of the program, and manages program schedule and resources effectively. Serves as team leader or team member on projects and programs of varying scope and complexity. Requirements Conditions of employment Must be a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months. This position requires an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually. This position is designated as a Testing Designated Position (TSP) under the civilian drug testing program. Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Designing, planning, and executing Test and Evaluation (T&E) strategies for Information Technology and National Security Systems (IT/NSS); leading multi-disciplinary project teams (military, civilian, and contractor) to establish priorities, milestones, and manage test resources; providing expert T&E advice and analysis to senior-level stakeholders to support acquisition and warfighter decisions; identifying requirements for new testing capabilities, tools, and policy revisions to meet evolving strategic objectives; and manage customer funds and test resources. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Additional information This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.
