Job Description

The Growth & Infrastructure Coordinator (GIC) is a shared City and JEDC position that drives new economic development to Jarrell and secures the infrastructure required to support that growth. The role replaces and expands upon the City's prior EDC Director function continuing business attraction/retention work while adding responsibility for infrastructure strategy, funding, and coordination. The GIC works independently, reports to the City Manager, collaborates closely with Development Services, works with the JEDC, and prepares/maintains the JEDC budget and financial reports. Once a project is landed, entitlements, development agreements, engineering reviews, and water/wastewater commitments are finalized at the City level; the GIC remains the deal shepherd and liaison through adoption and delivery. Essential Duties & Responsibilities Economic Development (Business Attraction, Retention & Expansion) Lead prospecting, marketing, and recruitment of target industries; manage a project pipeline from lead to signed performance agreement. Conduct BRE (Business Retention & Expansion) visits and solutions, including workforce, supply-chain, and space needs. Prepare market data, sites/buildings packets, and incentive responses; coordinate with brokers, site selectors, landowners, utilities, and regional partners. Present opportunities, progress, and deals to JEDC, P&Z, and City Council. Infrastructure Enablement & Coordination Identify, pursue, and secure infrastructure capacity and extensions (roads, water, wastewater, electric, broadband) necessary to unlock strategic sites/corridors. Coordinate multi-party infrastructure strategies and public-private partnerships; support timing, phasing, and cost-sharing frameworks that align with City standards. Develop concept scopes and preliminary budgets for off-site/public improvements tied to projects; align with Capital Improvements Plan. Work with regional utilities, neighboring jurisdictions, and state agencies on interlocal or developer participation agreements. Deal Structuring & Compliance Draft/coordinate performance agreements and incentive packages compliant with Texas law (e.g., Ch. 312 tax abatement, Ch. 380 municipal ED agreements, Ch. 381 county agreements) in consultation with Development Services and legal. Recommend additional legal/finance tools as appropriate (e.g., TIRZ (Ch. 311), PIDs (Ch. 372), MMDs (Ch. 375), utility cost-sharing), ensuring consistency with the Comprehensive Plan and UDC. Route agreements for review/adoption by EDC and Council; oversee compliance monitoring and annual reporting. Grants & External Funding Proactively identify, write, and manage grants (state/federal) for infrastructure and economic development (e.g., water/wastewater, roadway, broadband, site readiness). Build funding stacks combining grants, loans, incentives, and private capital to reduce City exposure and accelerate project delivery. Financial Management (JEDC) Prepare, maintain and presents the JEDC budget, monthly financials, and required reports; support audits and annual work plan. Track project incentives, performance metrics, and ROI; maintain dashboards for Board/Council transparency. Interdepartmental & Public Interface Serve as the single point of contact (SPOC) for prospects from first contact through agreement execution; coordinate hand-off to Development Services once a project enters the development process. Prepare staff reports, agenda packets, and public presentations for EDC Board, P&Z Commission, and City Council. Maintain web content, marketing materials, and site database; represent Jarrell in regional alliances and at trade events.

Qualifications:
Knowledge, Skills & Abilities Texas municipal structures and ED law: Types A/B EDCs, municipal types (Type A, Type B, General Law, Home Rule); tools/agreements (Ch. 312, 380, 381), and performance agreement compliance.
Infrastructure literacy:
Practical understanding of water/wastewater planning, capacity, and connection/extension pathways; familiarity with roadway and utility coordination. Deal modeling & finance: Ability to assemble multi-source funding (grants, incentives, P3), build pro formas, and articulate fiscal impact/ROI. Planning & entitlements: Working knowledge of subdivision, zoning, and development review to ensure hand-offs are timely and complete (City finalizes DAs, engineering, and utility commitments).
Project management:
Independently drive complex, multi-party projects on schedule; manage consultants and interlocal partners.
Communication:
Executive-level writing and presenting clear, concise, and persuasive with Boards/Council, business leaders, and the public.
Data & CRM:
Maintain pipeline CRM, site/building inventory, demographic/labor data, and reporting dashboards. Minimum Qualifications Bachelor s degree in Economic Development, Public Administration, Business, Finance, Planning, or related field. Five (5)+ years progressive experience in economic development, public infrastructure coordination, public-private partnerships, or closely related municipal work. Demonstrated experience structuring incentives/agreements in Texas and presenting to elected/appointed bodies. Valid Texas Class C driver s license; ability to travel in-region and to events as needed. Preferred Qualifications Engineering, infrastructure or water/wastewater background (municipal utility experience or consulting for public clients). Professional credentials such as CEcD (IEDC), AICP, EDFP, or similar. Successful grant writing/administration record for infrastructure and/or site-readiness projects. Experience negotiating infrastructure cost-sharing and development-triggered improvements. Working Conditions Primarily office environment with frequent external meetings; occasional evenings/weekends for Board/Council, P&Z, and community or prospect events. Position operates independently (no direct reports) but may manage scope/schedule for third-party consultants. Performance Measures Qualified leads generated and advanced; projects landed, and performance agreements approved. Infrastructure funding secured (grants/P3/interlocal) and agreements executed. JEDC budget accuracy, reporting timeliness, and audit readiness.
BRE outcomes:
expansions retained, jobs/investment supported. On-time/quality agenda materials and presentations to EDC, P&Z, and Council. Statement of Understanding This position brings economic development and secures enabling infrastructure. After a project is recruited and an agreement framework is approved, Development Services manages the development process (development agreement finalization, engineering review, permits, and water/wastewater commitments), with the GIC remaining engaged as a liaison through delivery.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Primarily office-based, with occasional fieldwork for inspections and site reviews. May require lifting objects up to 20 pounds. Vocal and auditory abilities required for public presentations and collaborative meetings. Evening or weekend attendance may be required for Council, P&Z, or community events.
