The Department of Children, Youth, and Families (DCYF) is accepting applications for a Juvenile Rehabilitation Living Unit Manager at Echo Glen Children's Center in Snoqualmie, WA. This position oversees and administers all aspects of an institution living unit within a maximum/medium security residential facility for justice-involved youth and young adults, providing leadership over treatment, transition, and reentry programming delivered in alignment with JR's Integrated Treatment Model. As a Living Unit Manager at Echo Glen Children's Center, you will lead a team of staff delivering evidence-based rehabilitative services to youth and young adults in a 24/7 secure residential setting. You will ensure safety, security, and program quality while developing your staff and maintaining the highest standards of care. This is meaningful leadership work for someone who is committed to transforming outcomes for justice-involved youth.. This role requires someone who is grounded, mission-driven, and ready to lead in a highly accountable environment where your judgment and presence matter every day. Some of what you will do: Administer all aspects of a maximum/medium security institution residential program, including daily operations, safety and security standards, scheduling, and program delivery. Supervise, develop, and evaluate staff within a collective bargaining environment; participate in recruitment, hiring, onboarding, performance management, and personnel investigations. Provide weekly consultation and didactic team meetings to ensure adherence to the Integrated Treatment Model; train, coach, and mentor supervisors and direct care staff. Ensure up to 40 youth and young adults receive evidence-based treatment including weekly individual DBT counseling sessions, skills groups, and monthly family contacts with proper documentation. Ensure youth and young adults are placed in the appropriate unit or program to receive specialized treatment for SUD, sex offense, and mental health needs. Maintain adherence to internal and external audit requirements including PREA, PbS, NCCHC, CYF Safety Management, and Department of Health standards; ensure corrective action plans are completed and implemented on time. Oversee reentry planning and ensure all youth releasing from the program receive a Reentry Team Meeting (RTM) and a completed Reentry Plan upon release. Manage unit budget and personnel costs including scheduling to optimize programming and thoughtfully limit overtime use. Participate as a member of the institution management team; serve as Administrative Officer of the Day or Designated Suicide Prevention Specialist on a rotating basis. Effectively de-escalate youth situations and respond to emergencies using JR-approved skills and techniques.Required Qualifications:
An equivalent combination of education and experience totaling eight (8) years in the following: social service, institutional settings, rehabilitative settings, educational settings, professional work environments, or coaching in a work environment. OR Bachelor's degree from an accredited institution of higher education, in Public Administration, Social Sciences or a closely allied field, and four (4) years of professional experience. OR A Master's degree in public administration, Social Sciences or a closely allied field, and three (3) years of professional experience. OR Two years as a Juvenile Rehabilitation Supervisor or Juvenile Rehabilitation Coordinator. AND The ability to take action to learn and grow. The ability to take action to meet the needs of others. The incumbent must possess expertise in providing services to youth and young adults and have an understanding of adolescent development; at-risk behavior; principles, techniques, and trends in juvenile rehabilitation; juvenile risk and protective factors; evidence-based intervention programs that reduce recidivism; JR's Integrated Treatment Model including Dialectical Behavior Therapy and Functional Family Parole/Therapy; principles of supervision and treatment of Substance Use Disorder (SUD), youth with sex offenses, and/or mental health issues; and principles of casework practices, management, public administration, and supervision. Also familiarity with Human Resource specifications, Washington State Juvenile Justice Act, Washington Administrative Code and Revised Code of Washington as it pertains to juveniles, DCYF Administrative Policies, JR Policies, case law, and the Collective Bargaining Agreement is required.. In addition to those required qualifications, our ideal applicant will also have some or all of the following: Supervisory experience with residential programs in juvenile justice. Ability to analyze challenging situations in a social services environment and prioritize appropriate courses of action applying sound judgment and professional standards. Understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive and behavioral therapeutic interventions. Knowledge of group behavior and dynamics, and societal trends and influences related to juvenile delinquency. Commitment to racial equity and experience working effectively with individuals from diverse racial, ethnic, cultural, and social backgrounds; understanding of institutional and systemic barriers for children and families of color. Ability to use verbal de-escalation and self-defense techniques approved for intervention with verbally and/or physically aggressive youth or young adults.
