CHARACTERISTICS OF THE POSITION
As the lead or specialist class in the Code Enforcement Officer series, incumbents conduct complex complaint investigations; handle the more difficult and sensitive code enforcement cases, abatements, and special projects; and provide training, lead direction, proactive sweeps, technical assistance, and work review for assigned Code Enforcement Officers across varied assignments. Incumbents exercise considerable judgment and independence in the performance of code enforcement work and serve as a lead worker coordinating daily code enforcement activities under the direction of the Community Development Director or assigned management staff. The position may coordinate assigned program activities, vendor compliance efforts, and special enforcement initiatives, including abandoned vehicle abatement, weed abatement, marijuana enforcement, graffiti abatement, and other community preservation programs. Incumbents are expected to possess strong municipal or county code enforcement experience, including at least two (2) years at a level equivalent to the City's Code Enforcement Officer II classification; lead or supervisory experience is highly desirable.
ESSENTIAL FUNCTIONS
Assigns, coordinates, and monitors the work of Neighborhood Improvement Officers I-II; provides training on City policies, procedures, and code-enforcement methods; reviews enforcement letters, notices, citations, and case documentation prepared by staff for accuracy, consistency, and compliance with applicable regulations; assists with workload coordination and case tracking to support timely and effective resolution of enforcement activities; and participates in evaluating their work. Assists in determining areas to be inspected; reviews and updates housing and other codes; and assists with interpretations and decisions on technical problems related to those codes. Research ownership and lienholders for subject properties and prepares and manages a caseload, including maintaining accurate case files, composing letters and memos, and writing related reports. Contacts property owners and schedules and conducts skilled residential, commercial, and hotel/motel on-site inspections to prevent or abate substandard conditions or code violations; interprets codes and regulations and explains inspection procedures; conducts investigations related to substandard housing, unpermitted construction, zoning violations, property maintenance, abandoned vehicles, overgrown vegetation, illegal fireworks, marijuana enforcement, and related public health and safety concerns; and pursues corrective action through education, voluntary compliance, administrative enforcement, or other authorized remedies. Participates in hearings before Administrative Hearing Officers and recommends appropriate remedies; prepares reports, supporting documentation, and case materials for administrative hearings, court proceedings, public meetings, and related enforcement actions; and may provide testimony regarding investigations, violations, compliance efforts, and enforcement activities. Responds to complaints relating to substandard structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other municipal code violations; issues notices of violation for noncompliance; and performs abatement of hazardous conditions and code violations on various premises; coordinates enforcement activities with City departments, contractors, outside agencies, and legal counsel as necessary to resolve violations and support compliance efforts. Receives and processes resale inspections and structure relocations; requests voluntary rehabilitation, repair notices, and demolition orders. Prepares violation and related notices outlining repair and correction methods, time limits, permits, and all required remedial work, and develops cost estimates based on the work to be performed and specifications. Monitors compliance activities and conducts follow-up and final inspections; prepares notices to vacate and utility disconnect letters and secures structures. Prepares required documentation for all legal actions, including inspection warrants, and conducts follow-up after legal actions are initiated. Uses computer software, including code enforcement modules, to enter and retrieve data and compose newsletters, bulletins, and periodic and specialized reports related to code enforcement inspection activities; prepares reports, correspondence, presentations, and related materials regarding enforcement activities, community concerns, and operational outcomes for City management, public meetings, and other stakeholders as assigned. Confers with other agencies and City departments on the disposition of complaints and code violations; participates in interdepartmental meetings, community forums, and collaborative problem-solving efforts related to neighborhood improvement, code enforcement, and community preservation activities. Maintains current knowledge of municipal codes and other regulations and requirements related to code enforcement work; assists with developing and implementing procedures, workflows, and practices that support consistent application of municipal codes, operational efficiency, and effective enforcement activities. Assists with coordinating and supporting assigned neighborhood improvement and community preservation programs, including weed abatement, abandoned vehicle abatement, property maintenance, and related enforcement activities. Performs all other duties as assigned.

Education and/or
Experience:
High school diploma or equivalent. Three (3) years of related experience. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Fluent in Spanish is highly desirable. Ability to respond to emergencies as needed.
License/Certificate:
Possession of a valid California Class C Driver's License may be required if driving is necessary to perform assigned duties and alternative transportation is not comparable in travel time or cost. Possession of, or ability to obtain within twelve (12) months of appointment, a valid Penal Code (PC) 832 Arrest, Search, and Seizure certification or equivalent. Possession of a California Association of Code Enforcement Officers (CACEO) certification or equivalent is highly desirable. The City of Riverbank offers a competitive salary and benefits package.
