DEFINITION
Under general supervision, to perform the full range of Animal Control Officer duties while also carrying out advanced responsibilities, which include managing the animal shelter contract, collaborating with allied agencies, and assisting supervisory or management staff in overseeing and implementing the City's animal control program; and to perform related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey-level classification in the Animal Control Officer class series. Incumbents perform the full scope of animal control duties and additionally assist designated supervisory or management staff with the coordination, planning, organization, and implementation of the City's animal control program. Positions at this level exercise independent judgment in carrying out routine to complex animal control activities and may provide training and instruction to lower-level animal services staff. This senior-level classification does not provide lead or supervisory direction. Duties may include, but are not limited to the following: Administers and manages the animal shelter contract; develops, maintains, and fosters effective working relationships with shelter leadership and animal control supervisory staff from allied agencies. Provides assistance to designated supervisory or management personnel in the coordination, planning, organization, and implementation of the City's animal control program. Investigate reports and complaints of stray, dangerous, unwanted and improperly controlled or maintained animals; take appropriate action within City and department guidelines. Patrol City streets, roads, and parks in a vehicle; search for stray or abandoned animals; impound, collect, and transport animals as necessary to the County shelter; transport injured animals for treatment. Remove dead animals from City streets and property and transport to County shelter. Enforce City animal control and licensing laws; issue citations for violations of animal control and licensing ordinances; testify in court regarding citations and disposition of complaints. Take into custody animals turned in by the public, including trapped animals; quarantine and dispose of animals as appropriate, using a weapon to control or destroy dangerous and/or injured animals. Control animal population through trap placement and poisons; monitor locations and number of domestic farm animals. Provide public information and education to schools and community groups regarding animal control services, policies, and procedures. Attend meetings and respond to related questions and complaints; explain ordinances relating to the care and keeping of animals. Maintain a variety of records; compile reports. Coordinate and cooperate with outside agencies, other law enforcement agencies, and organizations to provide information or assistance as needed. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Represent the City and the Police Department in a courteous, professional manner. Perform related duties and responsibilities as required. Education and Experience Equivalent to graduation from high school; and Three (3) years of increasingly responsible experience in animal care, handling, and protection performing duties similar to the City of Rocklin's Animal Control Officer. Licenses and Certifications Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Possession of and the ability to maintain, a California Penal Code (PC 832) firearms course certificate as issued by the California Commission on Police Officers Standards and Training is required upon appointment.
