Work is performed mainly outside in all weather conditions. Monday through Friday, 8:00 am to 4:30 pm. Employees may be occasionally called in to work after normal work hours and on weekends. JOB SUMMARY
This is field work focusing on the enforcement of the City's animal control ordinances and statutes concerning criminal acts of animal abuse and neglect. Daily activities involve the apprehension of stray animals with considerable public interaction. Additionally, this position is responsible for upkeep, maintenance, repair, removal and installation of street signs, traffic control devices, indicators and marking as directed for the safe operations of motor vehicles and pedestrian traffic within the city limits of Marianna. Work requires moderate exposure to one or more disagreeable conditions (i.e. irate customers, inclement weather, excessive noise, extreme temperatures and insects). Work is performed under the direction and supervision of the Chief of Police or his designee. Special Requirements:
Successful completion of the minimum standards as prescribed by Florida Law. Possession of a valid Florida driver license. Per Florida Statute 828.27 must complete a 40-hour minimum training course approved by Florida Animal Control Association (FACA) within six (6) months of employment and maintain a valid certification every two years by completing a four (4) hour post certification continue education training. Must complete the Jackson County Correction Facility Non Departmental Staff Inmate Supervisory Class within two (2) months of employment. Must complete the Florida Department of Transportation, Maintenance of Traffic Intermediate Certification (MOT) within six (6) months of employment. Must be able to work nights, weekends, and answer emergency calls after hours on occasion. Essential Job Functions:
Patrols city areas on a scheduled basis to locate and contain stray and potentially dangerous animals. Removal of deceased animals from City streets. Attempts to locate stray animal owners and obtain information necessary to satisfy complaint and ensure that regulations are enforced. Advices residents on responsibilities of animal ownership. Locates any code violations concerning animals. Issues written warnings to owners of animals when animal control ordinance or state law has been violated. If necessary, prepares case files with complaints to be sent to the State Attorney's Office for prosecution. Delivers animals to designated facilities for disposition. Handles questions, complaints and concerns regarding animal control, treatment and care; Sets and maintains cat and dog traps. Utilizes animal capture devices in a proficient and humane manner. Responds to communication officer directives and responds to call in accordance with established priority procedures. Patrols within the City limits on a scheduled basis to locate traffic concerns in need of the Chief's attention. Responsible for the upkeep and maintenance of existing signs, devices, indicators, markings in need of maintenance or repair. Installation of new signs and the removal of existing signs. Identifies appropriate location for each sign based on visibility and local, state and federal laws. Assist in distribution, preparation and collection of signage for parades. Assist in setting up parade barricades. If applicable, independently supervises inmate assigned to the Police Department. Performs daily check of city vehicle and equipment to ensure serviceability and accountability. Performs other duties as assigned. Knowledge, Skills, and Abilities:
Knowledge of the street systems of the City, animal diseases and their symptoms, humane methods of handling and controlling cooperative and uncooperative animals, operation of a two-way radio and State and City codes and ordinances. Knowledge and ability of use of various tools needed to perform maintenance, repairs, removal and installation of signage. Knowledge of the proper methods of installing and securing road signs. Ability to read and understand laws, regulations, and legal proceeding, prepare and complete paperwork required with the duties. Ability to maintain records in an organized and responsible manner. Ability to communicate tactfully and firmly with the public in confrontational and stressful situations. Ability to maintain composure when dealing with extreme animal abuse and animal cruelty matters. Ability to contain stray and occasionally dangerous animals. Ability of operation of various traps and equipment associated with animal control. Ability to understand and follow routine orders and assignments presented orally or in writing in English. Ability to speak and write effectively in English. Ability to operate a motor vehicle safely. PHYSICAL DEMANDS
Frequent driving. Occasionally shoveling, stooping, sitting, crouching, walking, pulling, lifting, grasping, kneeling, reaching outward and above shoulders, pulling, talking, standing, finger movement, repetitive motions, depth perception. Acceptable vision (with or without correction). Acceptable hearing (with or without correction). Frequent lifting of 50-100 pounds or more. Occasional lifting of 100 pounds more.
