Job Description
Title Code Enforcement Officer Location City of Griffin Description The individual in this position will patrol the city to detect animal control ordinance violations, and violations of municipal codes & City ordinances. He or she will provide related recommendations, issue warnings or tickets to violators, and investigate citizen complaints and concerns related to either. Essential duties include the following. Receives and responds to citizen complaints and reports from other agencies and departments and/or dispatch concerning alleged violations of state laws, city zoning ordinances, and related municipal codes and ordinances. Interviews complainants and witnesses; conducts investigations and provides recommendations for resolution. Conducts field investigations; inspects properties for violations; issues and posts warning notices, notices of violations, corrective notices, orders to comply, and related documentation. Schedules and performs follow-up inspections to gain compliance, including preparing correspondence, conducting new inspections, and coordinating meetings, discussions, and negotiations. Documents ordinance and law violations by collecting evidence, preparing case files, and using investigative and documentation equipment. Responds to and investigates animal bite reports. Removes dead animals from city streets and rights-of-way. Traps stray dogs and cats Transports animals to Spalding County Animal Shelter, or a Veterinary Clinic. Performs intake process for city animals at shelter. Reviews business license records, development/building permits, court records, case law, and other materials to research violations. Removes signs from the right-of-way that are in violation of state laws or local ordinances. Locates vacant residences or businesses; secures buildings with proper materials as necessary; posts property; monitors vacant buildings for transient activity, graffiti, and vandalism Prepares a variety of written reports, memoranda, and correspondence related to enforcement activities. Works with the Griffin Police Department on animal cruelty cases. Prepares evidence in support of legal actions taken by the city, interacts with the City Attorney in preparation of cases, and testifies in Municipal and Superior Court as needed. Completes a daily activity report with accuracy. Performs related duties. Position Requirements Employee must have the visual ability to observe and detect dangerous obstacles, other vehicles or equipment, animals, and pedestrians. Employee may be exposed to noise, dirt, capture tools, animals, potential contagious or infectious diseases, and roadway hazards. Work requires the use of protective devices such as vest, masks, goggles, gloves, cages, etc., The work is typically performed while sitting or driving; however, bending, crouching, stooping, standing and walking are frequent. The work involves frequent pushing, pulling, manipulating, and/or lifting or carrying loads or objects of up to 50 pounds routinely. Climbing steep slopes and ladders and using tools or equipment (including taser and body camera) that requires a high degree of dexterity. The work will be performed in all forms of weather that may be very hot, cold, extreme or inclement. Work may be performed in the presence of citizens and have traffic which may contribute to the complexity of the position. Knowledge of city, state and local laws and codes related to animal control issues. Knowledge of city ordinances, zoning laws/regulations, and municipal code enforcement principles. Knowledge of the tools and techniques used in the capture and release of domestic animals. Knowledge of the principles and practices of animal shelter operation. Knowledge of the methods used in conducting and documenting field investigations. Knowledge of modern office principles, and ability to learn departmental and City policies and procedures. Strong skills to be able to interact professionally and build good working relationships with others. Must be proficient in the analysis of problems and the development and implementation of solutions. Must be proficient in the use of computers and software, including Microsoft Word, Excel, and email. Must have clear written and verbal communication skills with the ability to interpret such information. Must have the ability to manage and prioritize workload effectively while meeting deadlines. Must have a professional appearance, positive demeanor, and treat others with dignity and respect. High School diploma or GED. Minimum of two years of related experience. Possession of a valid State of Georgia driver's license, acceptable driving history, and the ability to drive a vehicle as needed. Must obtain Animal Control Officer Certification NACA I, within 12 months of position date and NACA II within 24 months of position date. Must obtain GA Association of Code Enforcement Certificate within 24 months of position date. Must complete taser training before being issued a taser. •Employee will be required to be on scheduled "stand-by" at a minimum of every other week. Stand-by is the time an employee shall be available after completing his or her regular work shift, to include weekends and holidays, in which the employee is required to be available for call back to return to work in case of emergency or need.
