Job Description

POSITION SUMMARY
The City Clerk is appointed by a majority vote of the Council and shall hold office for a 2-year term at the pleasure of the Council, and shall be subject to removal by majority vote of the Council. Under general direction of the Mayor and City Council, acts as the official custodian of all City records; performs record-keeping activities for all City projects, contracts, meeting minutes and ordinances. Responsible for the collection, investment, and disbursement of all City funds.
ESSENTIAL JOB DUTIES OF CITY CLERK
Represents the city with its citizens; answers questions and courteously explains city policy. Receives and follows up on citizen complaints and communicates issues to the Mayor, City Council, and City Administrator. Acts as official custodian of all City records. Maintains copies of all effective ordinances and codes for public use; has custody and responsibility for the safekeeping of all writings or documents in which the City is a party. Retains records for at least 5 years (11 years for bond/obligation records following final maturity; permanently for real property transaction records). [Code §18.08.1, 2 & 3] Attends all regular and special Council meetings; records and preserves correct minutes of proceedings. Publishes minutes within 15 days of each meeting, including a list of all claims allowed and a summary of all receipts showing the gross amount of claims. Posts agendas and minutes in the newspaper and on the website. [Code §18.03 & 18.09] Records each measure considered by the Council, including whether the Mayor signed, vetoed, or took no action, and whether the measure was repassed after a veto. Authenticates all measures (except motions) with the Clerk's signature, certifying the time and manner of publication. [Code §18.04 & 18.06] Causes to be published all ordinances, enactments, proceedings and official notices requiring publication, in accordance with timing and manner requirements of City Code and Iowa law. [Code §18.05] Certifies all measures establishing any zoning district, building lines, or fire limits, along with a plat, to the recorder of the County containing the affected parts of the City. [Code §18.07] Keeps and files all communications and petitions directed to the Council or to the City generally; endorses thereon the action of the Council taken upon matters considered. Furnishes copies of records to municipal officers or citizens upon request (citizens subject to fee set by Council resolution). [Code §18.08.4 & 5] Issues and revokes licenses and permits when authorized by City Code; maintains a record of all licenses and permits showing date of issuance, license/permit number, official receipt number, name of person to whom issued, term, and purpose. [Code §18.10] Performs duties relating to elections and nominations in accordance with Chapter 376 of the Code of Iowa; notifies all persons appointed by the Mayor or Council of their position and the time at which they shall assume their duties. [Code §18.11 & 18.12] Maintains and affixes the City seal to all transcripts, orders and certificates which it may be necessary or proper to authenticate. [Code §18.13] Responsible for the safe custody of all City funds. Keeps accurate records of all money or securities received (date, from whom, and purpose) and all disbursements (date, to whom, and from what fund). Maintains a separate account of all special assessment receipts and a register of all outstanding bonds with all payments of interest and principal recorded. [Code §18.14.1-5] Evaluates and reports all department finances to the Mayor and City Council; prepares monthly and annual reports required by state and federal law. Performs all payroll and employee benefit administration; performs accounts receivable and accounts payable for the City. Prepares and manages enterprise billing and payment receipts (electric/garbage/water/sewer, etc.); reads water meters if needed. Advises customers on payment options for delinquent utility bills and initiates electric/water shut-off. Prepares and files assessments and notifies property owners of assessments and public hearings. Supervises Drug and Alcohol in the Workplace Policies and coordinates required physicals. Takes bookings, booking fees, and makes payments for expenses related to the Community Building, Shelter Houses, and Campground; communicates building cleaning needs to appropriate personnel. Manages data placed on electronic highway sign. Attends educational workshops to remain current in municipal affairs. Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation. Knowledge of and ability to accurately apply generally accepted accounting principles; compile and analyze financial reports; and competently perform basic business mathematics.
Ability to consult technical sources:
city ordinances, the Code of Iowa, and administrative regulations. Ability to maintain accurate and detailed records and operate a variety of office electronic equipment and Microsoft Office Suite software. Interacts and exchanges information courteously with the public and other city employees. Knowledge of the organization, functions, and state laws and regulations relating to municipal government, including: legislative process; open meetings and open records; finance; budgeting; accounting; taxation; property assessment; revenue financing; contract letting; bonding; urban renewal; economic development; and zoning.
ENTRY REQUIREMENTS
Education/Training:
Two-year class schedule gaining certification through IMFOA. An equivalent combination of education, training and experience that provides the knowledge, skills and abilities necessary to perform the essential functions of the position. Intermediate to advanced experience with computer programs.
WORK ENVIRONMENT
Most work is performed indoors in an office setting. Attendance at city council meetings and other committee meetings will be required. 1. Marginal functions of the position incidental to the performance of essential job duties have been excluded from this job description. 2.
