Job Description

Working under the direct supervision of the Planning Director, you will perform highly responsible professional and technical work within the planning and zoning department. In this role, you will take ownership of enforcing the Town's Code of Ordinances regarding land use and zoning compliance. This is a part-time role offering great flexibility! You will work a maximum of 20 hours per week, with flexibility to build your schedule within our core business hours of 8:00am - 5:00pm. Develop effective working relationships with other towns, county and state agencies related to current planning tasks properly directing requests and working towards solutions. Regularly observe all areas within the Town limits and extra territorial jurisdiction to ensure that no violations of the regulations set forth in the Code of Ordinances exist as they relate to planning issues. Receive and respond to citizen complaints and inquiries, explain possible violations, suggest corrective actions to appropriate parties and facilitate solutions. Issue violation notices when necessary and track corrective action ensuring compliance in a timely fashion. Enact corrective measures as needed. Inspect properties and structures for compliance with minimum housing requirements, zoning codes and regulations; recommend improvement and rehabilitation programs; identify corrective actions to be taken by owner. Responsible for identification and resolution of violations of the Code of Ordinances. This includes but is not limited to regulation of junked or nuisance vehicles, illegal signs, minimum housing, and non-compliance to the Zoning Ordinance. Investigate substandard or dilapidated residential and commercial properties or dwellings for compliance with applicable state and local codes and ordinances. Performs follow-up inspections of dwellings/structures that are undergoing repair to ensure compliance with minimum housing standards. Coordinate with the property owners to discuss a plan of action to address inspection results; ensure rehabilitation or demolition is carried out if necessary. Ensures code compliance with ordinances for: overgrown vegetation, excessive trash/ debris, parking on unimproved surfaces, graffiti, abandoned-nuisance-junked vehicles, and other public nuisances. Provides enforcement of temporary sign removal. Testifies in court proceedings regarding violations as needed. Performs extensive property ownership searches. Writes violation reports on structures and properties inspected; documents efforts to bring properties into compliance with ordinances, codes, laws, and regulations. Maintains accurate case files; prepares a variety of letters, records, and files. Compiles information for properties presented to Town Council for demolition or blight removal. Attend neighborhood association meetings as needed. Explain applicable ordinances and property & zoning codes to citizens, property owners, tenants and other necessary parties. Responds to parking complaints outside of the normal patrol areas as needed. Issues citations and arranges towing for vehicles found in violation of Town ordinances as appropriate. Time marks vehicles parked in time restricted zones. Files parking citations according to established procedures. Prepare daily reports on activities. Performs all other duties as required. Knowledge, Skills, and Abilities This position requires a thorough knowledge of the Town of Nashville municipal code ordinances. Basic understanding of common construction practices. Ability to communicate effectively, both orally and in written form. The employee occasionally works outside and is subject to weather conditions. Must deal tactfully and courteously with the public yet exhibit considerable firmness and fairness in administration of regulations. Possess significant computer skills as they relate to geographic information systems, general office functions and common office equipment. Physical Requirements Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions. Must be able to perform medium work, exerting up to 30 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to lift objects. Must possess visual acuity to prepare and analyze written or computer data, depth and color perception, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, observing general surroundings and activities. Must possess the auditory ability to perceive information at normal spoken word levels. Vocal communication is required for expressing or exchanging ideas by the means of the spoken word. Subject to inside and outside environmental conditions, hazards, and atmospheric conditions.
