The Registration / Licensing Specialist performs some of the duties of a professional in a supportive role, assuming responsibility for administrative detail requiring a close relationship to the day-to-day work of the supervisor. The work of the position deals primarily with the registration and renewal of pesticide products and private applicator licensing.Examples of Work:
Oversee registration of companies and brands of pesticides products sold in the state. Review product labels and determine acceptability. Utilize PLANTS computer program to process pesticide product registrations and private applicator certification and license. Maintain files of pesticide registrations and product labels of registered products. Maintain private applicator certification and license files. Grade certification examinations, records recertification credits, and issues licenses for private applicators of restricted use pesticides. Receive and independently prepare responses to routine correspondence and inquiries. Confer and correspond with businesses, WVU County Extension Agents, county and state agents, and the public requesting assistance, instruction, or interpretation of applicable laws and regulations pertaining to labeling and registration of pesticide products, and the certification or recertification status of private applicators. Prepare reports of registration and licensing activities in the performance of duties. Study and analyze data management procedures, prepares recommendations for new procedures, or the modification of existing procedures. Receive telephone calls, incoming mail, answer routine inquiries, and routes technical inquiries to the proper persons. Perform necessary clerical work, including maintenance of the applicable computer systems for the program, for the several duties as outlined above. Other duties as assigned.Working Conditions:
Office environment; sitting, standing, walking, driving, lifting up to 25 pounds.Knowledge, Skills, and Abilities:
Knowledge of modern office procedures, practices, and equipment. Knowledge of agency rules, regulations, and procedures relating to the program. Knowledge of computers and software including Microsoft Office (Word, Excel, and Access). Knowledge of the functions and objectives of the Department. Knowledge of PLANTS is helpful. Ability to operate data processing and word processing programs. Ability to maintain detailed records according to a prescribed format. Ability to retrieve and utilize information from multiple sources to complete assignments. Ability to deal with the public in an effective and courteous manner, and to establish and maintain effective working relationships with superiors, subordinates, associates, other organizations, and the general public. Ability to analyze operational procedures and prepare reports of findings and recommendations for modifications.Minimum Qualifications:
Education:
High school diploma or equivalent.Experience:
Three years of full-time paid employment performing office clerical work, one of which must have included complex or administrative duties.Additional Requirements:
Valid driver's license is required. Satisfactory completion of pre-employment drug testing. Satisfactory completion of pre-employment law enforcement background investigation, including DMV records. Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
