Job Summary The Community Resources Supervisor directs statewide and local law enforcement and other personnel and state agencies involved in the implementation of duties under the Minnesota Community Notification Act (M.S. 244.052) as well as oversees sex offender outpatient treatment grant programs.
Responsibilities include:
Supervise employees in the Community Notification and Outpatient Treatment Grants section of the Risk Assessment/Community Notification (RA/CN) Unit. Develop and implement community notification policies and philosophies. Oversee functional systems for the community notification process to ensure compliance with
M.S. 244.052.
Provide oversight, evaluation, and monitoring of sex offender treatment grant programs to ensure compliance with grant agreement work plans, MN Sex Offender Management Report, and best practices for treatment. Recommend and administer technology budget for the unit so that current and projected technology hardware needs are fulfilled. This position is subject to the State of MN's telework policy requiring employees living within 50 miles of DOC's Central Office location in St. Paul to work on-site 50% of the time. Completion of a telework agreement is required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line. Qualifications Minimum Qualifications To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Four (4) years of experience working with clients from a diverse background in the field of corrections, social work, social services, education, chemical dependency, mental health, residential treatment, or related field. An Associate's degree may substitute for six (6) months of experience; a Bachelor's degree may substitute for one (1) year of experience; a Master's degree may substitute for one-and-a-half (1.5) years of experience; and a Doctorate may substitute for two (2) years of experience. Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program. Applicants meeting the minimum qualifications will be further assessed on the following: Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmative action/equal opportunity policies. Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, attorneys, incarcerated individuals, and other state agencies and; to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security. Human relation and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures, cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting safety and security. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position: Completion of a degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Education, Law, Law Enforcement, Psychology, Social Work, Sociology or a Human Services related field with an emphasis in corrections/criminal justice . Two (2) or more years of supervisory experience in a correctional environment with experience in designing, implementing and evaluating the effectiveness of programs. Experience in leading or managing planning and implementation committees and/or projects. Experience in designing, implementing, and evaluating the effectiveness of correctional programs, which provide a direct service to and interaction with incarcerated individuals and includes program/service management. Knowledge of the Community Notification Act and the policies and procedures governing the community notification process. Knowledge of research methods and results regarding sexual offending. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records. New employees will be fingerprinted within the first 30 days of employment.
