GENERAL DESCRIPTION
The Wyoming Department of Corrections (WDOC) is committed to public safety, professional correctional standards, and fostering a safe, supportive work environment for its employees. The Housing Manager provides leadership and oversight for the facility's Programming Department, including Unit Managers, Case Team Leaders, Caseworkers, and Office Support Staff, as well as the Records Department. This position ensures that evidence-based programs and services are available to meet the needs of the inmate population, support parole plan requirements, and promote successful rehabilitation and reentry outcomes. In addition, the Housing Manager evaluates existing programs, identifies emerging needs, and develops recommendations for future programming initiatives. Working closely with facility leadership, this position plays a key role in advancing the facility's rehabilitative mission and advising the Warden on program effectiveness and opportunities for improvement. Responsible for ensuring a safe and enjoyable workplace, including participation in initiatives designed to promote a positive work environment. Broad management of specialized WDOC programs, including fiscal oversight of policy and procedure development and program changes, as needed. Monitor vendor contracts. Develop, maintain, and update program policy and procedure. Develop and administer the requirements of program(s). Establish and maintain a data system for the program. Develop partnerships with state and local programs to assure effective use of services. Monitor program accountability and compliance through site checks, audits, and regular contact with DOC facilities and field staff. Monitor and evaluate compliance with established standards and the accreditation process. Responsible for organizing and supervising agency resources and activities to achieve accreditation for respective programs. Administer contracts and associated budgets; report and monitor progress of contracts. Reviews and responds to inmate/offender grievances and inquiries regarding the program area. Develops budgets based on program goals and objectives. Oversee Case Management staff and address any concerns. Serve as Duty Officer for on-call incidents after hours. Serve as a Department Head and part of the Executive team for the facility. Responsible for the coordination of all inmate transports. Responsible for reviewing all segregation status inmate reviews to ensure investigations are completed in a timely and accurate manner, and inmates are placed in appropriate placements. Oversee the inmate job coordinator. Ensure inmates are properly trained to complete needed jobs. Works with other facilities, organizations, and the central office to ensure inmate movement is reviewed and coordinated. Ensure all conflict/classification audit points are met and assist other facilities in audit completion. PREFERENCES
Preference may be given to those with a Bachelor's Degree in Behavioral Sciences/Criminal Justice, plus 4 years of experience, and 2 years of supervisory experience. KNOWLEDGE
Knowledge of budget preparation, projections, and record keeping. Working knowledge of Facility Operations (Security, Programming, and Support); and thorough knowledge at the administration level of operating and managing a correctional facility. Knowledge of National Correctional Best Practice Standards, State Standards (policy and procedures), facility procedures, and some correctional case law. Knowledge of State Personnel Rules. Knowledge and skill in program-specific criteria and other commonly used assessment tools. Knowledge of the criminal justice population and the judicial sentencing system, outcomes research on criminal justice-specific treatment, and evidence-based treatment modes. MINIMUM QUALIFICATIONS
Education:
Bachelor's Degree (typically in Criminal Justice) Experience:
1-3 years progressive work experience (typically in Correctional Programs) with acquired knowledge at the level of a Correctional Unit Supervisor OR Education & Experience Substitution:
4-7 years progressive work experience (typically in Correctional Programs) with acquired knowledge at the level of a Correctional Unit Supervisor Certificates, Licenses, Registrations:
