Job Description

Pay Schedule I, Grade 23,
Regular Schedule:
35 hours per week A vacancy exists in the Department of Corrections. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. All interested transfer and promotional candidates must apply at this time. List all promotions and changes in job duties due to reclassification as separate work experiences on your application. Applicants must include the dates of the promotions and reclassifications. Failure to complete all fields of the "Work Experience" section of the application will result in your application not being considered. A resume will not be considered in determining your qualifications for a position. Applicants selected for an interview may provide a resume at that time. Proof of licenses, certifications, and/or education must be submitted with each application. Under general supervision, reviews, verifies, enters, and processes criminal incarceration records for intake, detainment, transfer, and release of inmates, the nature of which is of such great criticality that error would likely result in immediate hazard to public safety. Accesses the National Crime Information Center (NCIC), Criminal Justice Information System (CJIS), Jail Management System, or other criminal justice computer networks in order to enter, update, review, retrieve, and expunge information. Uses criminal justice computer networks to provide critical information to other incarceration facilities or criminal justice agencies, court systems, or correctional staff. Reviews and processes inmate arrest documents. Interviews inmates upon booking and enters or updates all pertinent information into the Jail Management System, including inmate history, demographics, education information and inmate property. Prepares paperwork for bail review. Reviews and processes commitment documents insuring that the proper paperwork has been received and the appropriate agencies are notified. Reviews and processes detainers on persons incarcerated at correctional facilities, insuring that warrants are served before defendants are released from custody. Reviews, arranges for, and processes documents relating to the transfer of inmates. Reviews, verifies, and interprets information in order to make determinations and solve problems involving the calculation of adult inmate prison sentences in accordance with County and State laws and regulations. Reviews, authorizes, and processes release documents. Transfers inmate information from documents to a variety of criminal justice computer networks. Provides inmate information to various judicial and correctional agencies. Processes warrants, writs, summonses, indictments, subpoenas, interstate and intrastate agreements on detainers, commitment records, sex offender registrations, and determines whether DNA samples are required in accordance with County, State, and Federal regulations. Reviews, edits, and disseminates sensitive and confidential information in response to inquiries from other correctional facilities, law enforcement agencies, the courts, the general public, and other parties, in accordance with local, State, and Federal guidelines. Maintains and updates active and inactive files. Maintains victim files. Updates and notifies victims upon inmate's release from incarceration. Provides guidance and assistance to uniformed or less experienced staff. Assist in training of new staff. Operates office machinery such as computers, typewriters, copiers, fax machines, and printers.

Required Qualifications Possession of a high school diploma or an appropriate high school equivalency plus three year's general clerical experience. (Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education. Additional education may be substituted on a year-for-year basis for the required experience.) Knowledge, Skills, and Abilities (Entry Level) Knowledge of office procedures and filing systems. Knowledge of automated office systems. Skill in operation of office machinery as listed in essential duties. Ability to communicate clearly, effectively, and accurately, both orally and in writing. Ability to interpret complex rules, regulations, and procedures and use independent judgment in applying them to specific situations according to established standards. Ability to process information with a high degree of accuracy. Ability to answer routine inquiries and to properly direct visitors, mail, or telephone calls. Ability to maintain files. Ability to follow County and Department rules and regulations. Ability to learn automated office systems. Ability to maintain confidentiality. Ability to establish and maintain effective working relationships. Knowledge, Skills, and Abilities (Full Performance) Knowledge of County and Department rules, regulations, policies, and procedures. Knowledge of criminal justice system including terminology, documents, and processes. Skill in accessing and utilizing various criminal justice computer networks. Skill in interpreting rules, regulations, and procedures and using independent judgment in applying them to specific situations according to established standards. Skill in communicating and processing information accurately. Ability to lead and instruct lesser skilled workers. Ability to train new staff. Character Requirements All applicants must be of good moral character and emotionally stable as determined by a comprehensive background investigation and drug test. Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Persons appointed to this position will be required to work on either a rotating or fixed shift basis, which will require nights, weekends, holidays, or overtime when scheduled. Physical and Environmental Conditions The work of these positions is essentially sedentary but may entail occasional walking, lifting, or other limited physical activities. Work is performed in a fully operational correctional facility, which includes direct inmate contact and all inherent hazards. Medical Examination and Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
