JOB SUMMARY
Under minimal supervision of the Criminal Investigations Sergeant, the Detective will gather facts for crime investigations; compile evidence by observing suspects, interviewing witnesses and suspects; and examining physical evidence. Must keep thorough records of investigations and maintain all pertinent documents. Perform other duties as assigned.
ESSENTIAL JOB FUNCTIONS
Investigate citizen complaints and all crimes against persons and property. Arrest offenders when probable cause exists and writes all applicable reports. Testify in court and grand jury when needed. Preserve crime scenes. Pursue fleeing suspects on foot and perform building searches. Conduct follow-up investigations after initial offense reports generated by Patrol Officers. Conduct interviews with complainants, witnesses and suspects to obtain relevant facts and obtain written statements when applicable. Prepare and retain supplemental documents relevant to the investigation. Conduct canvasses, searches, and surveillance. Demonstrate competent weapons proficiency. Maintain and update records for accuracy. Identify and investigate inconsistencies in statements or information obtained during an investigation.
JOB QUALIFICATION REQUIREMENTS
Mandatory Requirements Maintain the physical ability requirements maintained within the department. Must demonstrate professionalism, integrity, and adherence to the department's core values. Minimum three years of previous full-time experience with a state law enforcement agency, municipal law enforcement or county sheriff's department of similar or larger size. Strong knowledge of state and federal criminal law and investigative procedures. Excellent written and verbal communication skills. Ability to work independently and exercise sound judgment. Must be able to work flexible hours, including nights, weekends, and on-call assignments. Must hold a current Basic Peace Officer TCLEOSE certification. Must not have any felony convictions or Class A or B misdemeanor convictions. Must not be on probation for a criminal offense or been discharged from military service under less than honorable conditions. Must not have been convicted or placed on probation of any type by any state or federal government of driving while intoxicated or driving under the influence of drugs in the last ten (10) years. Must be at least 21 years of age. High School diploma or GED. Valid Class C Texas State Driver's License and safe driving record. Working knowledge of Texas laws. Must have good communication skills and public relations skills dealing with the general public in everyday activities. Skills in typing various documents and correspondence. Ability to tactfully respond to requests and inquiries from the general public, other departments, and employees. Ability to learn City and department policies and procedures. Ability to simultaneously perform a variety of clerical functions. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. Ability to prepare and review a variety of correspondence and reports. Ability to communicate clearly and concisely, both orally and in writing. Ability to flexibly adapt to a variety of work situations and interruptions. Ability to type at a speed necessary for successful job performance. Ability to work independently in the absence of supervision. Ability to use and operate a vehicle and other miscellaneous office equipment. Ability to work within established guidelines. Ability to perform repetitious tasks. Must participate in employee performance evaluations in accordance with the City of Bay City Employee Guidelines for City Employees and the Bay City Police Department Manual. Must pass a medical physical examination and drug test. Must pass a criminal background check. Preferred Qualifications Prior investigative experience (CID, narcotics, special victims, etc.). Training or certifications in advanced investigative fields (interview/interrogation, crime scene management, cybercrimes, etc.). Demonstrated ability to manage multiple cases at once.
