Job Description

Posting Details The New Mexico Department of Public Safety (DPS) safeguards the people, property, and institutions of New Mexico through law enforcement, regulatory oversight, and the administration of statewide criminal justice information systems. Within DPS, the Law Enforcement Records Bureau (LERB) serves as the official state repository for more than 2.4 million fingerprint records and 4.5 million criminal history records, supporting over 300 criminal justice agencies and approximately 5,000 NCIC users statewide. LERB gathers, maintains, and disseminates criminal justice information used by law enforcement, courts, corrections, and civil agencies. The bureau oversees a wide range of federally and state-mandated programs, including the Sex Offender Registration and Notification Act (SORNA), Missing Persons Clearinghouse, Computerized Criminal History (CCH), background checks, expungements, Interstate Identification Index (111), State Tracking Numbers (STN), Inspection of Public Records Act (IPRA) requests, accident reports, Concealed Cany Weapons (CCW), National Incident-Based Reporting System (NIBRS), Next Generation Identification (NGI) biometrics, Letters of Good Standing, Facial Recognition, National Instant Check System (NICS), Consolidated Offender Query (COQ), New Mexico Applicant Processing System (NMAPS), State and Federal Rap Back, criminal history repository functions, dispositions, E-Guardian, RISSnet, VIN inspections, Missing and Murdered Indigenous Persons support, and cannabis background checks. LERB also manages the technical backbone of New Mexico's criminal justice information systems, including AFIS, CJIS, NCIC, NLETS, and NMLETS. The bureau provides fingerprinting services for all statutorily mandated licensing and regulatory agencies and processes arrest fingerprints submitted by criminal justice agencies. Additionally, LERB maintains all official reports and records for the New Mexico State Police. Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist? The State Identification Repository Manger ensures the accuracy, security, and legal integrity of New Mexico's biometric and criminal history information systems. This position provides statewide leadership over the Automated Fingerprint Identification System (AFIS), livescan infrastructure, and New Mexico's participation in the FBl's Next Generation Identification (NGI) system. It ensures that biometric submissions and criminal history records are processed accurately, maintained lawfully, and disseminated in accordance with federal and state requirements. DIRECT BIOMETRIC IDENTIFICATION PROGRAM OPERATIONS
Leads statewide biometric identification operations, including AFIS, livescan systems, and NGI participation. Ensures accurate, secure, and timely processing of biometric submissions from law enforcement, detention facilities, and licensing agencies. Coordinates with partner agencies to resolve image quality issues, submission errors, and system performance concerns. Provides leadership to biometric technicians, criminal history analysts, and administrative personnel. Oversees daily workflow, assigns tasks, and supports staff development through onboarding, cross-training, and coaching. Conducts performance evaluations, addresses personnel matters, and enforces agency policies. Manages program-level budgeting and expenditures related to biometric systems, technology infrastructure, and personnel resources. Supports procurement planning, contract development, and vendor engagement for AFIS and statewide biometric needs. Assists executive leadership with policy development, program goals, and interagency coordination. Provides continuity of operations by assuming delegated responsibilities as needed. Work is performed for the New Mexico Department of Public Safety employees, federal and state law enforcement agencies and criminal justice entities, regulatory agencies, and individual members of the public who rely on accurate and timely criminal history information. Minimum Qualification Bachelor's Degree in a relevant field and four (4) years of experience as it relates to the essential duties of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's Licenses, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment. Employment is subject to a national fingerprint-based records check. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. Local and in-state travel is required. Out-of-state travel is required. Over time may be required to meet deadlines and audits, peak performance periods, time-sensitive information requests, and other projects. Working Conditions Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency issued cell phone. Ability to operate multipurpose copier/scanner/fax machines.
