June 30, 2023 Summary Provides all necessary related testing services required to certify backflow prevention devices in all commercial, industrial, and residential settings. This position may also be tasked with site survey work related to verification of the degree of hazard to determine if adequate backflow prevention equipment is in place.REQUIRES TRAVEL.
Essential Duties and Responsibilities Under general supervision- the incumbent inspects, tests, and completes all necessary test reports and other documents as necessary to document the results of the testing and/or inspection (survey).
DISTINGUISHING CHARACTERISTICS
The Backflow Prevention tester works under the supervision of the Backflow and Cross Connection Program Supervisor. This position is an entry-level technical class that performs site surveys and testing of backflow prevention equipment located at commercial, industrial, and residential sites. The attention to detail is critical as the goal of the backflow prevention program is to ensure adequate protection of the public's water supply. Accurate test procedures and careful documentation of all findings is a critical element of this job class.Knowledge of:
Water and wastewater processes; pipeline construction and plumbing knowledge; knowledge of guidelines and regulations for backflow prevention; water sampling operations and procedures; local ordinances and state and federal regulations pertaining to environmental health and environmental control practices; knowledge of safety procedures and requirements, safe work practices and safety equipment related to the work.Ability to:
Operate a computer using word processing software, database and spreadsheet software; knowledge of testing equipment and techniques; read and interpret drawings, specifications, plans and technical manuals; ability to find solutions to compliance issues; set priorities and exercise sound judgment within areas of responsibilities; interpret, apply, explain and reach sound decisions in accordance with laws, regulations, policies and procedures; communicate clearly and effectively orally and in writing; understand and follow written and oral instructions; prepare clear, accurate and concise records and reports; establish and maintenance effective working relationships with City managers, staff, management, vendors, contractors and other encountered in the course of work.ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs required backflow prevention device testing using approved and documented test protocol. 2. Documents results of testing listed in Item #1 on approved test reports. 3. Maintains certification through continuing education and training provided by G&G. 4. Maintains, organizes, and manages inspection reports and activity records, correspondence, permits and related material. 5. Investigates problems and complaints and works to effectively resolve issues. 6. Inspect new backflow units; perform routine inspections of commercial, industrial, and residential customers within client service areas to assess backflow prevention needs in order to protect the water system from potential contamination. Based on inspection results notify and advise customers on necessary requirements. 7. At the direction of the Supervisor for Backflow and Cross-Connection, perform Cross-Connection inspections and surveys. 8. Courteously, contact non-compliant customers in order to affectively obtain and convey information pertaining to backflow regulations, account information and obstacles relating to compliance. 9. Perform survey work. 10. Perform water meter and backflow device verification. 11. Water de-chlorination and sampling, in compliance with local NPDES permits. 12. Performs Safety Inspections to ensure safe work environment. 13. Ensures that the City's safety program and goals are carried out. Physical Demands While performing the duties of this class, the employee is regularly required to use their hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee frequently is required to stand, talk, and/or hear and walk or sit. Inspection activities require frequent walking and standing as well as bending, squatting, kneeling and occasional crawling. Employees may also climb stairs and ladders to access inspection areas. Employees occasionally lift and carry items and equipment weighing more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Mental Demands While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data, information, and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; deal with changing, intensive deadlines; and interact with officials, other city staff, and customers who may be upset or dissatisfied. Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. This employee works in extreme outside weather conditions, near moving mechanical parts, and is exposed to wet and/or humid conditions. The employee may occasionally be exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is occasionally loud. This position frequently conducts field inspections outdoors under variable weather conditions. Employees are exposed to loud noise during construction activities.Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school, G.E.D. equivalent, and two years experience in water and/or wastewater operations and basic knowledge of backflow device testing procedures.Special Requirements:
Trainee:
Demonstrate an eagerness to learn the essential job duties that are necessary for successfully meeting all certification requirements within the first 6-months of employment. Must successfully receive all certifications in backflow testing for the area testing, within 12 months of employment. A valid Class C California driver's license and the ability to maintain insurability under the G&G's Vehicle Insurance Policy.Grade I:
Must be certified by an agency recognized, in the jurisdiction where work is to be performed, as a Certified Backflow Tester. Ability to work extended hours and rotating shifts, including weekends and holidays. Grade II tester is a journey level position, requiring a minimum of 2 years' experience in backflow and/or Cross Connection Control.Grade II:
Must be certified by AWWA as a backflow tester.Grade II:
Possession of AWWA Cross-Connection Control Program Specialist Certificate.Job Type:
