Engineering Specialist 1 (Permitting)

Are you interested in assuring that developers follow state and county rules and regulations? Pinellas County is seeking an Engineering Specialist to join the team. This position offers excellent potential for career growth as this individual assists staff and our other offices who have a direct impact on development and redevelopment of the unincorporated areas of Pinellas County. The Engineering Specialist I is responsible for providing technical recommendations on a variety of issues, including the review of plans, designs, and specifications, and the inspections of as-built conditions in accordance with those plans. T his position will perform entry level to advanced, independent engineering work based on qualifying skill set. Duties include reviewing permit applications , field inspections of sites both pre-construction and post-construction, preparing technical reports of findings, assisting in permit compliance , and the investigation of site grading and drainage issues on private and public properties. What Would You Do? Coordinate with applicants, contractors, engineers and developers to assure compliance with permits, plans and regulations. Prepare materials, staff reports, including technical staff reports, memos, Final Orders, exhibits, and location maps, as needed. Document permitting interactions, interactions with the public, and other application and/or permit interactions. Respond to public regarding permitting, permit compliance, public records requests, flood zones and mapping, website navigation, online permitting system, etc. Ensure that issued permits remain in compliance with permit conditions and applicable rules. Perform field inspections on all issued and expired permits for compliance and resolve any non-compliance issues. What Do You Need To Have? Education and Experience:
Five (5) years of experience in construction management, quality assurance, construction inspection; Five (5) years of experience in the use of AutoCAD systems including three (3) years of experience in engineering design; or Five (5) years related experience in civil, architectural, or related field or Graduation from an accredited college or university with major course work in civil engineering with a basic understanding standards and technical practice ; or or an equivalent combination of education, training and/or experience. Florida Driver's License Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Preferred Specialized certifications related to engineering studies or construction management, regulatory compliance . Candidate to possess prior job tenure and experience from within the same unit or assignments in the same line of work. Candidate to demonstrate more advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively, after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department. Knowledge, Skills and Abilities Knowledge of technical practices of civil engineering and investigation design and construction of public works and private industry; Knowledge of Pinellas County, State of Florida, and Federal regulations and standards; Proficiency in reading and interpreting engineering drawings; Knowledge of environmental and construction permits and local, state and federal agencies relationships to public works type projects; Skill in use of engineering instruments and equipment and ability to learn computer applications to engineering design, drafting, mapping and plans; Ability to secure compliance by private contractors with contracts and specifications governing projects in a tactful, firm and impartial manner. Strong problem solving and critical thinking skills; Ability to work independently and as part of a team; Organizational skills, time management and ability to manage multiple projects simultaneously.
