Job Description

From reviewing major development projects to coordinating utility infrastructure acceptance and regulatory compliance, this position plays a critical role in supporting growth across Pinellas County. Join a team where technical expertise, leadership, and customer service come together to ensure development projects move forward efficiently while protecting the integrity of the County's utility systems. Performs advanced technical, administrative, supervisory, and project coordination work supporting utility development review, permitting, private development infrastructure acceptance, and regulatory compliance activities for Pinellas County Utilities. Supervises technical and administrative staff and serves as a primary liaison between developers, engineers, contractors, municipalities, regulatory agencies, County departments, and the public. Work includes overseeing development review and permitting activities, administering utility-related programs and ordinances, coordinating infrastructure acceptance, ensuring regulatory compliance, preparing operational reports, and directing the work of assigned staff. Work Scheduled:
Monday - Friday; 8:00 a.m. - 5 p.m. Up to 2 days per week eligible for remote work after initial onboarding period. What Will You Do? Plan, assign, supervise, train, mentor, and evaluate technical and administrative staff engaged in utility development review, permitting, customer support, and project coordination activities. Review and approve complex development submittals, utility-related site plans, right-of-way permits, lot splits, and related proposals to ensure compliance with County utility standards, service requirements, and applicable regulations. Serve as the primary point of contact for developers, engineers, contractors, municipalities, County departments, regulatory agencies, and the public regarding utility service availability, permitting requirements, development review, and utility infrastructure matters. Provide technical guidance and interpretation of utility standards, ordinances, policies, procedures, and regulatory requirements to internal and external customers. Administer the Private Sewer Lateral Rebate Program and supports enforcement of utility-related ordinances and regulatory requirements. Coordinate utility development activities with Construction Management staff, inspectors, contractors, and engineers to facilitate project inspections, infrastructure acceptance, regulatory compliance, and project closeout. Oversee the acceptance of privately constructed utility infrastructure and ensures required permits, certifications, inspections, as-built documentation, and regulatory approvals are completed and maintained. Oversee project documentation and record management activities within the County's permitting and project tracking systems, ensuring accurate records from project initiation through final closeout. Investigate and respond to public records requests, technical inquiries, permitting issues, refund requests, and other utility-related matters. Prepare reports, metrics, and analyses related to permitting activity, infrastructure acceptance, utility revenues, regulatory programs, and operational performance. Develop and implement process improvements, policies, procedures, and customer service initiatives to improve operational efficiency and service delivery. Participate in budget planning, program administration, strategic initiatives, and other special projects in support of departmental operations and organizational objectives. Perform other related duties as assigned.
What Do You Need:
Experience :
progressive technical, engineering, construction, utility operations, infrastructure management, project management, or related experience that includes lead worker or supervisory responsibilities .
Degree :
Engineering, Engineering Technology, Construction Management, Project Management, or a closely related field. 8 years' experience as described above. Associate's degree and 6 years' experience as described above. Bachelor's degree and 4 years' experience as described above. Master's degree and 2 years' experience as described above. Doctoral degree and some experience as described above. An equivalent combination of education, training and/or experience. Valid Florida Driver's License. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Highly Desirable Experience supervising technical, administrative, permitting, engineering, construction, development review, or utility operations staff. Experience reviewing site plans, utility construction plans, development applications, right-of-way permits, or utility infrastructure projects.
