Job Description
This is a professional engineering position in the Public Works Department responsible for providing engineering design, technical review, and project management for public infrastructure and development projects, including utilities and stormwater systems. The position also performs comprehensive site plan and development review to ensure compliance with City standards, codes, and applicable regulations. This position reports to the Engineering Manager. Works independently, exercises professional judgment, and makes engineering decisions on projects and assignments. Plans, designs, reviews, and manages public works projects, with emphasis on utility systems (potable water, sanitary sewer, reclaimed water) and stormwater management systems, including conveyance, treatment, and permitting compliance. Responsible for planning, coordinating, and approving the work of professional and technical staff; preparing reports; developing and implementing engineering designs; and preparing project specifications and cost estimates. Performs technical review of site plans, subdivision plats, construction plans, permits, and zoning petitions, ensuring compliance with City codes, engineering standards, and state and regional regulatory requirements. Coordinates development review activities with consultant engineers, developers, contractors, and regulatory agencies, including review of plans related to: Roadways and transportation infrastructure Traffic control devices and roadway safety features Stormwater systems (drainage, retention/detention, water quality treatment) Water, wastewater, and reclaimed water utilities Lift stations and force mains Public and private infrastructure improvements Reviews and approves site development plans to ensure compliance with City codes, Land Development Regulations, and engineering standards. Provides engineering analysis and design support for stormwater modeling, drainage analysis, and utility system planning, including use of industry-standard software Coordinates work activities with Division Managers, Department Directors, other City departments, contractors, consultants, and outside agencies. Demonstrates in-depth knowledge of City Code of Ordinances, construction standards, and accepted engineering principles and practices. Prepares and assists with grant applications; administers grant-funded projects and ensures compliance with reporting requirements. Conducts and coordinates special engineering studies and capital improvement projects as assigned. Directs or participates in the review, permitting, and inspection of new construction; oversees plan review for public infrastructure and private development projects; and assists with construction management and scheduling. Reviews and processes various documentation including engineering reports, plans, specifications, contracts, regulatory reports, and technical data. Maintains current knowledge of applicable laws, regulations, and industry trends; attends training and maintains professional affiliations. Utilizes engineering software for design, modeling, and analysis Signs and seals engineering documents, plans, and specifications as required. Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of civil engineering, including municipal infrastructure design with emphasis on utilities and stormwater systems. Knowledge of roadway design and construction, and stormwater management practices as applied to the planning, design, construction, operation, and maintenance of public infrastructure. Knowledge of site development review processes, land development regulations, and permitting requirements at the local, state, and regional levels. Ability to perform engineering design and technical review of complex infrastructure and development projects. Ability to communicate effectively both orally and in writing. Ability to use computers and engineering software for modeling and design (e.g., WaterCAD/WaterGEMS, ArcGIS, ICPR, XPSWMM, AutoCAD, spreadsheets, and databases). Ability to plan, direct, and coordinate projects and activities. Ability to perform technical computations, analyze data, and prepare or direct the preparation of plans and reports. Ability to maintain records and prepare technical reports. Bachelor's degree from an accredited college or university in Civil Engineering, Environmental Engineering, or a closely related field. Minimum of three (3) years of progressively responsible engineering experience, preferably in municipal public works, utilities, stormwater systems, or land development review. Registration as a Professional Engineer (P.E.) in the State of Florida is required, or the ability to obtain licensure within one year of employment. Engineer Intern (E.I.) certification is preferred for candidates not yet licensed. Experience with utility design, stormwater management systems, and site plan/development review is highly desirable. A combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Must possess a valid Florida driver's license with acceptable driving record. This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy. During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods away from family members. The Incident Commander and the employee's department head will make the determination as to who will be required to work.PHYSICAL REQUIREMENTS
