Job Description

Office of Permitting & Compliance - Compliance The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development. OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management. This Coastal Resources Scientist 1, 2, or 3 position requires performance of higher-level, complex duties and possession of advanced, specialized skills. The incumbent performs as a staff advisor to provide specialized and technical scientific assistance at the Division, Office and Departmental levels by performing routine oil spill coordination-related duties. A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field. Job Duties:
This Coastal Resources Scientist 1, 2, or 3 position is located within the Compliance Division of the Office Permitting & Compliance and is domiciled in Baton Rouge, LA. This position reports to the Coastal Resources Scientist Supervisor. Duties include, but are not limited to the following: Represents DCE as the assisting Oil Spill Liaison. Performs routine and emergency oil spill coordination for spills within the Coastal Zone and throughout the state of Louisiana. Assists in the evaluation of environmental and physical data during oil spill response activities. Assists in coordination with the Trustees regarding injury and damages from response activities. Monitors program for tracking oil spill response, restoration, or mitigation project, and ensure compliance with all regulatory requirements. Assists senior staff scientists as DCE representative on advisory and area committees. Assists the Oil Spill Liaison, informing the RP of the regulatory compliance permits necessary for response and cleanup activities. Reviews and provides recommendation regarding response, injury assessment quantifications, restoration implementation and monitoring plans, and corrective action plans. Assists in the planning and technical research for the development of the Regional Restoration Plans, including assisting in project solicitation and implementation. Tracks and monitors for state wide oil spills. May perform other duties as assigned.

Compensation:
