  • 4:00pm Revision Date January 21, 2026 General Summary Under the general supervision of the Health Director, performs technical environmental health work in the inspection of private, public, and commercial property to protect the public from environmental health hazards, and public health nuisances.
Assists in working towards resolution of hazards and nuisances. Performs routine to complex administrative and enforcement duties requiring some independent judgment in interpreting and applying laws, regulations and by-laws under frequently changing and potentially charged situations. Job Environment Majority of work is performed in the field, with frequent exposure to variable weather conditions, toxic or caustic chemicals or fumes, with potential exposure to communicable diseases and unsanitary conditions, and possible exposure to occupational risks, such as animal bites and diseases. Operates standard office machines, including computer, telephone, copier, etc.; operates an automobile; operates hand tools; operates various equipment, such as hand level, probe thermometer, sight level; operates leashes and poles. Makes constant contact with the general public, answering questions on public health in writing and orally. Makes frequent contacts with town officials and laboratory personnel, and has occasional contact with state and local health officials, property owners, tenants, operators and managers of establishments handling food products. Job requires carrying a cell phone while on duty. Has access to department-oriented confidential and personal information concerning citizens and local businesses. Errors could be costly in terms of failure to comply with regulations, danger to public health and safety, and could result in injury to self and others, damage to buildings and equipment, and have legal and financial repercussions for the town. Essential Functions The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Educates the public, individuals and businesses regarding compliance with codes and regulations and assists with mitigating problems. Performs on-site inspections of food establishments, camps, public and semi-public swimming pools, spas, housing, equine & piggeries, tenant farms, tattoo and tanning establishments. Inspects for code compliance and public health and safety, issues correction orders if needed, and follows up to ensure resolution. Responds to health, environmental, sanitary and/or housing complaints from residents and businesses. Conducts investigations as needed, including food-borne illness investigations, and ensures proper remediation. Collaborate with other Town of Westport Departments, including Fire, and Building on housing code, food code and Board of Health regulation enforcement. Serves as Animal Inspector to ensure rabies control in the domestic animal population and conduct yearly barn book inspections and other duties that may be required for this position. Maintains and updates databases of information related to inspections, including correspondence, photographs, copies of complaints and correction orders, etc. Ensures compliance with Title V of the Massachusetts Environmental Code by conducting site assessment, reviewing plans, issuing permits, and conducting inspections. Attends meetings with citizens regarding a variety of Title V issues, including inspections at the time of transfer, upgrade of failing septic systems, proposed alterations and additions to existing buildings. Reviews selected building permit(s) proposals in relation to the existing septic system. This may involve field research and plan analysis to determine the impact on the existing septic system. Responds to complaints regarding trash, sewerage breakout, hazardous waste and other potential public health infractions. Prepares reports of investigations and prepares materials for possible court action. Reviews and approves plans submitted by new food establishments including food plans, floor plans, and inventory of equipment. Assists in responding to public health emergencies, including those involving hazardous waste or disposal of biological waste. Prepare for and testify at Board of Health hearings and court procedures. Assists supervisor and other staff in preparing for court hearings related to code compliance. Provides support to the Health Director and the Board of Health as needed. Performs special projects and other related duties as required, directed by Director, or as the situation dictates to protect the public and environmental health. Performs similar or related work as required or as situation dictates. Attend night meetings as necessary or required. Regular attendance at the workplace is required. Recommended Minimum Qualifications Education and Experience Bachelor's degree or completion of four years of college in a related discipline, and one to three years' experience in an environmental and/or health related field, including experience conducting food service inspections. Certifications
  • ServSafe Certified, Allergen Awareness Certified, and Certified Pool Operator (CPO),
  • Must be able to become a Title 5 Soil Evaluator within 1 year of hire.
  • Must be able to become an appointed Westport Municipal Animal Inspector appointed by the Commonwealth of Massachusetts within 6 months of hire.
  • A valid Massachusetts Driver's License is required. Knowledge Of

  • Works outside in all weather conditions and may be exposed to environmental, biological, and medical waste, noise, odors, and hazardous materials leaks or spills.
  • Regularly required to stand, walk, stoop, climb, and reach for extended periods of time, and to use eye-hand coordination and finger dexterity. Frequently lifts up to 25 pounds and may occasionally lift up to 50 pounds. As Animal Inspector you may require the ability to lift 100 pounds. Works in heavily trafficked and often slippery areas.
  • Some work is performed in a normal office environment, not subject to extreme variations of temperature, noise, odors, etc. Operates computer, printer, photocopier, camera, meters, thermometers, various inspection tools, and vehicle.
  • May encounter dangerous animals.
  • Maybe required to perform job duties on nights or weekends for emergency needs or back up coverage.
