Job Description

BUILDINGS, SAFETY ENGINEERING & ENVIRONMENTAL DEPARTMENT SENIOR ENVIRONMENTAL CONTROL INSPECTOR
Under general supervision, acts as a leader within a group of Environmental Control Inspectors and checks for violations of and secures compliance with environmental ordinances; informs the public of pertinent regulations and proper methods for compliance, and recommends the collection of waste exceeding exempt provisions. Inspect residential and commercial streets, sidewalks, alleys, vacant lots, and private property for the presence of litter or refuse, improper or illegal storage of refuse, or other waste material. Inspect for defective or illegal waste receptacles, storage methods, and the presence of noxious weeds or illegal weed growth. Inspect for environmental rodent infestations and potential rodent havens to determine if proper protection against rodent infestation has been taken and carry out extermination measures when needed. Investigate complaints and generate work orders regarding environmental sanitation and nuisances such as solid waste, illegal dumping, abandoned vehicles, street and alley sanitation, litter, noxious weeds, and rodent infestation as needed. Perform the more difficult compliance activities that require personal or written contacts. Apply extermination measures to reduce the population of rodents in alleys, streets, and other property. Spot check work performance of Environmental Control Inspectors and advise on proper procedures or noted deficiencies. Coordinate with private or City contractors in the removal of debris. Cooperate with the efforts of public and private agencies, groups, and programs concerned with environmental health or appearance. Survey vacant lots before and after contractual services are rendered to ensure satisfactory performance. Determine ownership of properties in violation of City ordinances using an online database. Inform merchants, householders, and property owners of ordinance violations and responsibilities. Provide information and present in community meetings concerning proper litter, refuse, waste, weed, and rodent control methods and measures. Obtain ordinance compliance through the use of the telephone, mail, or other contacts. Issue and serve ordinance violation notices. Prepare written reports and activity records. Review violation notices and reports issued by Environmental Control Inspectors for accuracy and completeness. Confer with superior personnel problems, unit organization, and activities. Appear as a witness in court cases. High School Diploma or G.E.D. One (1) year of experience in the application and enforcement of litter, refuse, waste receptacle, and weed and rodent control ordinances. One (1) year of supervisory experience is preferred. Equivalency Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS
Employees in this class will be required, when necessary, to operate a motor vehicle; a valid State of Michigan Operator License is required. Valid State of Michigan Commercial Pesticide Applicator (7D) License required within six (6) months of hire in order to obtain permanent status.

Ordinances and departmental regulations pertaining to litter, refuse, waste receptacles and material, weeds and noxious plants, and rodent control. Proper methods and practices of waste material, weed, and rodent control. Acceptable customer service standards and practices.
SKILL IN
Detailed observation. Reading maps and navigating City streets. Performing environmental inspections and applying related ordinances. Application of rodent extermination methods. Conflict resolution. Perform investigations to obtain factual information and to prepare narrative reports. Tactfully interact with the public and subordinates. Supervise subordinate staff. Show initiative and resourcefulness in performing the more difficult ordinance compliance activities. Communicate effectively, both verbally and in writing.
SUPERVISORY CONTROLS
This job reports directly to the Principal Environmental Control Inspector and receives supervision, instruction, and direction from that employee. The Senior Inspector reviews the Inspectors' reports for completeness and accuracy before being given to the Principal Inspector.
GUIDELINES
Established guidelines, standards, and policies are used to perform this job including standards for pest control, City codes regarding property maintenance and solid waste, and department policies. The individual receives any interpretation of these guidelines from their supervisor.
COMPLEXITY
The Senior Inspector works independently and is expected to determine the order in which that day's work is to be completed as to complete all assignments and projects. When at a location, the Senior Inspector is responsible for identifying and properly documenting every ordinance violation. It is important to observe for each and every ordinance.
SCOPE AND EFFECT
The purpose of the work is to ensure that all City codes outlined in Chapter 9 (Property Maintenance) and Chapter 22 (Solid Waste) are properly enforced in order to establish and maintain a happy and safe environment for all residents.
PERSONAL CONTACTS
Personal contacts consist of employees within and outside of the department, residents, property owners, other community members, lawyers, and court officers.
PURPOSE OF CONTACTS
The purpose of these contacts is to enforce and inform the community of City codes regarding Property Maintenance and Solid Waste as well as being a point of contact for the public with any questions or concerns regarding these topics.
PHYSICAL DEMANDS
This position requires the individual to get in and out of a truck, climb into the bed of the truck to obtain items, and lift tool boxes regularly. Site visits will be made to privately owned properties in which the individual must be able to perform detailed observations on and around the property. This may require walking, standing, and kneeling. The individual will also sit for long periods of time at a desk. May also have to lift other heavy items at times.
WORK ENVIRONMENT
This job requires the individual to perform work both indoors and outdoors in all weather conditions including extreme heat or extreme cold. Work is performed in an office environment, on-site visits to properties around the City, and within a courtroom.
PROBATIONARY PERIOD
Individuals appointed to a position in this class will be required to serve a probationary period of six months with the possibility of a six-month extension for a total of twelve months. If promoted to a position in this class, an individual will be required to serve a probationary period of six months. The performance will be carefully evaluated during the probationary period. Continued employment in this class will be contingent upon the successful completion of the probationary period and meeting all of the performance expectation requirements.
