ENVIRONMENTAL COMPLIANCE SPECIALIST
Position # 22003 $22.50/hour - $30.02/hour 37.5 Hour Basic Work Week •See total compensation information at the bottom of announcement. The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Environmental Compliance Specialist.
Summary:
Performs administrative and technical environmental compliance duties for the Department of Military Affairs and Veterans Services in support of the New Hampshire Air National Guard (NHANG) Environmental Program.

MINIMUM QUALIFICATIONS
Education/Experience:
Bachelor's degree OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in environmental science, environmental studies, environmental engineering, natural resources, biology, botany, wildlife, forestry, hydrology, or a related field.
License/Certification:
Valid driver's license
Other Requirements:
1. Must be able to satisfactorily undergo a State Police records check. 2. Must be able to walk and climb over rough terrain and to occasionally perform in certain field conditions that include a risk of minor injuries and/or exposure to toxic chemicals. 3. Must be willing to travel out of state for a week or more at a time to attend training and conferences.

Knowledge of local, state and federal laws and regulations in the environmental field.
AFTER-HIRE REQUIREMENTS
Must pass a National Agency Check with Inquiries (NACI) to obtain a Common Access Card (CAC) used in the performance of assigned work duties and be eligible for renewals as a condition of employment.

Responsibilities:
Assists with the planning, coordinating and implementation of Hazardous Waste Management to include collection, storage and disposal actions at the installation. Acts as primary point of contact to provide guidance regarding Hazardous Waste characterization, collection, inspections, reporting and training. Assists the Base Environmental Manager in managing complex areas such as Toxic Substances, Spill Prevention and Response, Above Ground and Underground Storage Tanks, Water Quality, Air Quality, Environment Training, Environmental Restoration, National Environmental Policy Act, Cultural and Natural Resources, Environmental Compliance Assessments, and Environmental Reporting. Conducts assessments, inspections and audits of facilities and operations to ensure compliance with Federal, State and local environmental regulations. Communicates results and recommendations to a wide range of personnel including management, shop personnel and contractors. Manages the NHANG Solid Waste Management Program by performing solid waste assessments, pollution prevention, recycling, and green procurement initiatives. Coordinates the activities and reporting on the handling, storage & collection of solid waste, to include industrial and commercial debris. Provides guidance to users at the installation who generate solid waste or conduct solid waste activities. Provides guidance and technical support to the Base Civil Engineering project managers, Facilities Utilization Board and Facility Design working Groups to ensure that construction and renovation projects comply with applicable laws and regulations. Conducts technical reviews of construction or renovation project design documents to include environmental permits. Serves as alternate lead for the installation Environmental Management System (EMS) group. Develops and implements local EMS guidance based on Federal regulations. Provides environmental support to the NHANG sustainability initiatives. Performs/assists in annual management audits and Pease leadership briefings. Coordinates and implementstheNHANGNaturalResourceManagementProgram (NRMP) to ensure compliance with applicable laws and regulations in the areas of pest management, threatened & endangered species, wetlands, and invasive species management. Coordinates natural resource surveys and ensures coordination with Federal/State Fish & Wildlife and Environmental Offices. Ensures environmental permits are obtained for waste streams and that chemical analysis is performed in accordance with permit requirements. Ensures all required environmental permits for construction and facility renovation projects are obtained and that related plans are developed and implemented appropriately.
