Job Description
Primary duties include:
1. Administer the State Erosion and sediment pollution control program and NPDES permit program including public education, compliance actions, plan reviews, field inspections and permitting, investigate and resolve complaints about storm water runoff and erosion from active construction sites; and tracking annual permits and Quarterly, Monthly reporting activities. 2. Administer the State Dirt Gravel Road Low Volume Road Program, coordinate Quality Assurance Board committee actions, oversee sign-ups and project prioritization, discuss budgeting/financial status, inventory and evaluation of active and completed worksites, work with Townships contracting procedures, project oversight and reporting. 3. Assist with agricultural compliance activities, including community outreach providing educational information, complaint investigation and resolution, and other compliance activities. 4. Provide technical assistance as needed, in the form of District programs and services.Successful candidate MUST possess:
1. Ability to comprehend and interpret a variety of documents including soil analyses, engineering drawings, administrative policy, procedure manuals, and a variety of maps. 2. The successful applicant must possess strong interpersonal, written and oral communication skills as well as demonstrate creative problem solving and organization. 2. A Bachelor of Science degree in environmental resource management, soils, agriculture or related degree, or an equivalent combination of education and experience. 3. PA driver's license, and a clean driving record. 4. Availability to occasionally work evenings and Saturdays. Experience in the following is desired, but not required: 1. Natural resource conservation Best Management Practices. 2. Earthmoving activity as it relates to soil erosion, hydrology and stormwater run-off. 3. Engineering site plan map interpretation. Compensation includes a starting salary of $18.97/hour with consideration for relevant experience.
