This position may allow hybrid work for a portion of the work schedule up to 95% after the completion of training and may change based on the training or operational needs of the work unit or department. Hybrid work is dependent on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process. For more information about DCF, visit our website at http://dcf.wi.gov/ . Position Summary This position works with all BITS sections to accomplish the objectives of the Bureau. This position oversees daily business activities such as streamlining processes, ensuring compliance, continuous improvement, business continuity and organizational agility. This position provides expert level analysis and recommendations for initiatives such as the application portfolio, operational communication, and high-level procurement activities. View the complete position description. Salary Information The classification title for this position is IS Comprehensive Services Specialist. The starting salary is between $40.91 and $51.00 per hour ($85,092 and $106,080 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 07-33. A one-year probationary period may be required. Job Details Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time. Qualifications Minimally qualified applicants will have: Experience leading operations of an IT organization consisting of more than 200 employees and/or contractors (e.g., resource management, oversight of service delivery, performance management, etc.). Experience creating and managing policies, processes, and documentation for an IT related field. Experience leading enterprise-wide groups informing IT decision making for an organization (e.g., facilitating large groups, bringing them to consensus, curating the backlog of topics to be considered by the group, etc.). Experience leading collection and analysis of IT metrics for an organization of more than 200 IT employees and/or contractors (e.g., outage tracking, resolution, and improvement plans, facilitating business value assessments on application and data portfolio, and analyzing web page analytics, etc.).
Well-qualified applicants will have:
Experience overseeing procurement activities such as drafting and rating results for requests for information (RFIs), requests for bid (RFBs), and requests for proposals (RFPs) in a large IT organization. Experience collaborating as a member of an IT leadership team, tasked with setting technical strategies for an organization (e.g. creating strategic goals and plans, etc.). Experience leading communication efforts in a large IT organization consisting of more than 200 employees and/or contractors (e.g., disseminating needed information, creating change management plans, and creating morale-boosting literature like a newsletter, etc.).
