The Wisconsin Department of Transportation (DOT) is seeking a Technical Services Section Chief for the Division of Transportation System Development (DTSD). This position is responsible for management of the Environmental Process and Documentation Section within the Bureau of Technical Services assisting the Bureau Director in the administration and management of the Bureau This full time Career Executive position can be headquartered out of - Madison - Hill Farms, Eau Claire, Superior, Waukesha, Green Bay, La Crosse, Wisconsin Rapids, Rhinelander. This position offers a hybridized work schedule. The position will be headquartered at and required to work from the one of the offices listed above at least 3 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. WisDOT is a great place to work! Position Summary The Environmental Process and Documentation Chief performs highly responsible administrative and managerial work involving the development, implementation and evaluation of important programs, policies, budget initiatives and organizational changes affecting the Department's transportation engineering programs. This position is responsible for coordinating activities and communicating effectively with numerous and diverse constituencies, including the legislature, the public, local units of government, contractors and industry representatives, the media, other state agencies, federal regulatory agencies, other WisDOT managers and FHWA. These program interrelationships are extremely diverse and complex. The effective management of these relationships requires a thorough understanding of technical environmental issues, environmental regulations, historical and cultural resource policies and communications strategies. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Qualifications Qualified applicants will have experience with all the following: Experience or training in a program area which includes at least one of the following: National Environmental Policy Act (NEPA) Process, Cultural Resources, Environmental Policy. Experience collaborating with a diverse group of internal and external partners Experience leading a team of professional staff in formal or informal capacity. (Activities may include coaching, mentoring, reviewing/analyzing workloads, directing work, assessing employee performance, motivating staff/team.) Experience prioritizing and coordinating multiple work assignments concurrently. In addition to having all the above, well qualified applicants will have experience with one or more of the following: Experience managing multiple transportation program areas including two or more of the following: National Environmental Policy Act NEPA) Process, Cultural Resources, Environmental Policy. Experience supervising or managing a team of professional staff. (Activities may include performing staff/team development, setting goals/priorities, onboarding/training, performance reviews, discipline, conflict resolution, etc.) Experience evaluating program or project performance measures and making recommendations to leadership to implement strategic initiatives or process improvements
