Intermediate Permitting Specialist Location(s): Houston, TX, Long Beach, CA, Monrovia, CA, Charleston, WV, Reading, PA Purpose of the Role Worley Consulting is seeking a skilled and motivated Intermediate Permitting Specialist to join our Environment & Society (E&S) team in the United States. This role supports the delivery of permitting, regulatory, and environmental solutions for energy sector clients across upstream, midstream, downstream, and emerging energy transition markets. The successful candidate will contribute to project delivery, regulatory strategy, and permitting execution, while developing strong technical and client-facing capabilities. Working alongside senior consultants and principals, this role provides a strong growth pathway within a high-performing team focused on delivering value to clients and supporting the transition to a lower-carbon energy future. This position offers the opportunity to build expertise across environmental permitting frameworks, regulatory engagement, and multidisciplinary project execution, while contributing to Worley Consulting's growth in the U.S. market. This is a full-time, hybrid position based at a Worley U.S. office, working a hybrid schedule. Locations include Houston, TX (preferred); Long Beach/Monrovia, CA; Charleston, WV; and Reading, PA. Key Responsibilities Support delivery of permitting, regulatory, and environmental advisory services for energy sector projects Assist in identifying permit requirements and developing permitting strategies across federal, state, and local jurisdictions Prepare and support permit applications, technical studies, and approvals in compliance with regulatory requirements Support permitting efforts under NEPA, CEQA, and other applicable environmental frameworks Develop and maintain permit tracking tools, schedules, and compliance databases to manage timelines, conditions, and mitigation requirements Prepare and review technical correspondence, reports, work plans, and project documentation, including cost estimates and schedules Collaborate with senior consultants to support project delivery, regulatory strategy, and environmental planning activities Interface with regulatory agencies, clients, and stakeholders to support successful project outcomes Assist with project management activities, including task coordination, progress tracking, and client reporting Support business development efforts, including proposal preparation, scope development, and opportunity identification Contribute to quality assurance processes and ensure compliance with Worley's E&S standards and systems Participate in field programs and client meetings, with travel as required Qualifications / Skill Set Bachelor's degree in Environmental Science, Engineering, Biology, or a related discipline Typically 3-7 years of professional experience, preferably within environmental consulting, engineering, or regulatory environments Working knowledge of NEPA, CEQA, and U.S. environmental permitting frameworks and processes Familiarity with federal environmental regulations, including the Clean Air Act, Clean Water Act, and Endangered Species Act, as well as applicable state regulations Experience supporting air quality permitting; exposure to emissions modeling and regulatory strategy is advantageous Understanding of environmental compliance and permitting processes, including air and/or water permitting requirements Exposure to environmental engineering practices, including stormwater management and SPCC planning, is beneficial Interest or experience in energy transition projects (e.g., hydrogen, renewables, carbon capture, biofuels) Developing client-facing and stakeholder engagement skills, including interaction with regulatory agencies Demonstrated ability to support project delivery, including tracking scope, schedule, budgets, and identifying variances Strong technical writing and reporting capabilities, with attention to detail and accuracy Experience supporting proposal development, cost estimates, and project planning Strong communication and collaboration skills within multidisciplinary teams Commitment to health, safety, and environmental (HSE) practices Motivated to learn, grow, and develop technical expertise under the guidance of senior practitioners Information for

Salary Range $85,398 - $113,821; based upon experience
