Job Description

The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries - electric, natural gas, telecommunications, water/wastewater, and transportation - before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state's Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina. The Technology Solutions and Outreach team delivers responsive technical support, implements solutions that enhance the functionality and user experience of agency systems and applications, and ensures information security and compliance. The team collaborates closely with the SC Division of Technology Operations (DTO), which provides shared services and support to ORS. The Privacy & Security Coordinator will manage the agency's cybersecurity program, assist in advancing the agency's Operational Support System (OSS), and assist in providing technical and operational support of the department.
Job duties include:
Information Security, Cybersecurity & Compliance Collaborate with DTO Security Analyst and General Counsel on agency-wide security and privacy strategy Develop and maintain

aligned policies, manage POAMs in Archer, and address audit findings Manage required security documentation and reporting Monitor, analyze, and respond to cybersecurity events and incidents Maintain security monitoring tools and coordinate with DTO and SC CIC partners Lead and support incident response activities with full documentation of actions and outcomes Conduct risk assessments and vulnerability exercises, applying remediation strategies Support cybersecurity awareness, including MySCLearning training, ethics training, webinars, and tabletop exercises Operational Support System (OSS) Design Support innovation of the OSS Develop and refine service catalog items and workflows Monitor ticket activity to improve response times and service quality Knowledge Management & Training Create user guides, videos, and FAQs to support self-service and reduce support demand Technical Support & Escalation Provide occasional troubleshooting and assist with escalation through ServiceNow Endpoint & Software Administration (as needed) Support device imaging, licensing, and access provisioning Assist with endpoint health and issue resolution in coordination with DTO Vendor & Asset Coordination (as needed) Track IT assets and coordinate with vendors for equipment and service needs South Carolina is a great place to live and work! Relevant experience includes office automation and technology, direct support of end users (remote and in-person), and installing, operating, maintaining, and supporting hardware, software, and basic networking issues. Demonstrated knowledge and competency in MS Windows, Microsoft 365, SharePoint Online, Teams, and OneDrive administration. Experience with Active Directory and user/group policy management. Experience developing training materials or end-user documentation. Effective written and oral communication. Strong communication skills with the ability to explain technical issues to non-technical users. Ability to develop and maintain positive and productive working relationships. Professional certifications in project management, networking, and cybersecurity are highly desirable. Familiarity with
SCDIS-200
standards and other state or federal cybersecurity frameworks. Experience working with or within state government IT environments or shared service models like South Carolina's DTO. Hands-on experience with IT service management, endpoint security, and governance tools, such as ServiceNow or BossDesk, Palo Alto XDR, or Archer. Position requires limited travel to include evening and/or out-of-town meetings. Individuals should be capable of safely lifting up to 20 pounds and will be expected to spend extended periods sitting at a workstation. Must possess a valid driver's license. All ORS employees are required to attend ethics training annually for continued employment. All ORS employees are prohibited from owning equity in regulated utilities. Work hours are Monday-Friday, 8:30 am - 5:00 pm. Remote work is not available, and employees work in-office at 1901 Main Street, Columbia, SC 29201.
