Under limited supervision, this position manages the RCRA Permitting and Corrective Action Section within the Bureau of Land & Waste Management . In this role, you will lead and direct the technical staff responsible for RCRA permitting and corrective action at Post-Closure (PC) and RCRA Treatment, Storage, and Disposal (TSD) Facilities. You will also support the Division Director by providing expert technical consultation and producing specialized technical documents and regulatory materials. This position plays a key role in safeguarding public health and the environment by ensuring hazardous waste facilities operate safely and in compliance with state and federal regulations, directly supporting the agency's mission to protect the quality of South Carolina's natural resources. Plan, direct, and manage activities of technical staff involved in RCRA Permitting and Corrective Action activities. Provide programmatic and technical guidance to staff reviewing complex hazardous waste permitting and cleanup activities at PC/TSD facilities to ensure consistent decisions. Provide technical and professional consultation to the public and government officials on matters of environmental concern. Ensure appropriate staff training needs are identified and accomplished and that employee performance evaluations are completed in accordance with Department policy. Stay current with RCRA Hazardous Waste TSD permitting and corrective action activities, translate and facilitate that knowledge into Department resource needs related to the RCRA Grant Work Plan. Assist in preparing theEPA RCRA
Grant applications and ensure that existing grant commitments are met. Conduct program development activities, including reporting and regulatory development. Assist Division Director with administrative and programmatic duties as needed. Perform other related duties as required. Why Join Us? A master's degree in the natural or physical sciences, public health, or related technical field and five (5) years of environmental experience; OR A bachelor's degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience.Note:

Extensive knowledge of principles and practices of federal and state environmental laws, rules and regulations governing the hazardous waste (RCRA) program. Thorough knowledge of state administrative, personnel, budgetary, and legislative procedures. Ability to communicate effectively with colleagues and the public, to plan, and direct activities. Ability to work independently with limited supervision and exercise personal discretion. Registration as a Professional Engineer or Professional Geologist. Overnight travel is required. This position works under limited supervision but consultation with supervisor is required for controversial or highly complex projects and programmatic or budgeting decisions.
