Health, Safety & Environmental (HSE) Position Summary The Environmental Compliance Specialist supports Texas Pacific Water Resources (TPWR) and Texas Pacific Land (TPL) by ensuring compliance with applicable federal, state, and local environmental regulations related to water management, treatment operations, disposal activities, and spill remediation. This role is responsible for tracking regulatory permits, coordinating environmental reporting requirements, monitoring compliance deadlines, and providing guidance on regulatory changes impacting operations. The Environmental Compliance Coordinator works closely with operations, engineering, and HSE personnel to ensure compliance with regulations from agencies including the Texas Railroad Commission (RRC), Texas Commission on Environmental Quality (TCEQ), Environmental Protection Agency (EPA), and local Groundwater Conservation Districts (GCDs). Key Responsibilities Environmental Permitting & Regulatory Tracking Track and manage water well permitting and registrations with Groundwater Conservation Districts (GCDs)- Maintain records for new water well registrations and permit compliance
- Track recycle facility permits , including status updates, regulatory conditions, and permit renewals
- Monitor Saltwater Disposal (SWD) registrations and regulatory status , including tracking of disposal volumes if reporting requirements are implemented Treatment & Air Permitting Support environmental permitting activities, including: Texas Railroad Commission (RRC) treatment permits Texas Commission on Environmental Quality (TCEQ) treatment and discharge permits Air permitting requirements associated with treatment operations Tier II chemical inventory reporting Spill Response & Environmental Remediation Provide oversight and coordination of spill remediation operations on TPL lands Maintain records of remediation projects, sampling results, and closure documentation Coordinate with consultants and contractors performing environmental remediation work Ensure proper regulatory notification and reporting for environmental incidents as required by RRC, TCEQ, or other agencies Regulatory Monitoring & Compliance Guidance Monitor regulatory updates and rule changes impacting water management, treatment, disposal, and environmental compliance Assist with development and updates of environmental policies, procedures, and compliance programs Administrative Duties Provide administrative support to the Health, Safety, Environmental (HSE) Department to ensure effective coordination of daily operations and compliance activities Maintain and organize departmental records, including environmental permits, compliance documentation, incident reports and training records Assist in scheduling and coordinating meetings, training sessions, audits, inspections, and contractor engagements for HSE programs Support data entry and management within HSE systems (e.

Preferred Qualifications Experience in oil & gas, produced water management, or industrial water treatment Familiarity with Groundwater Conservation District (GCD) permitting Experience with spill remediation oversight and environmental site cleanup Experience with SWD operations or disposal well regulatory frameworks Physical & Environmental Expectations Sitting Standing Stooping Walking Carrying up to 50lbs Ability to perform occasional field visits to operational sites in West Texas Ability to work in industrial environments including water treatment facilities and oil field locationsSimilar jobs in Midland, TX
