Loudoun County Department of Planning and Zoning is recruiting for a position to serve as the Environmental Compliance Coordinator within the Zoning Enforcement Division. Loudoun County Department of Planning and Zoning is recruiting for a position to serve as the Environmental Compliance Coordinator within the Zoning Enforcement Division. The position will serve as the principal staff contact for investigating and resolving complaints regarding litter, solid waste facilities, and solid waste collectors, as well as violations pertaining to containment of running bamboo as mandated by the Codified Ordinances of the County of Loudoun Virginia (Codified Ordinances). This position will also be responsible for annual required inspections of solid waste management facilities, completing permit applications, and responding to questions regarding development of new facilities during the legislative land development processes. The successful candidate will be required to prepare and manage case files, seek and obtain criminal warrants from the Magistrate's Office when appropriate, prepare case files for abatement in conjunction with the Office of the County's Attorney, and testify in court when necessary. This position prepares, reviews, processes, and maintains various reports and documentation relating to the applicable solid waste provisions of the Codified Ordinances and acts as an education resource to internal and external customers. The Environmental Compliance Coordinator manages fiscal and data analysis for strategic planning and initiatives. In addition to these duties, this position will also serve as the division's designated liaison for system-wide development of processes related to the County's land management database, respond to and assist the Zoning Enforcement Division with implementation of assigned performance-related functions in the service of an expanding and diverse population. The successful candidate for this position will also be required to complete clerical assignments, including assisting with responses to Freedom of Information Act (FOIA) requests, Board and Committee staff reports, and development and amendment of solid waste ordinances and standard operating procedures. Bachelor's degree in Criminal Justice, Environmental Sciences, Planning or related field; three (3) years of related work experience in an enforcement related position or equivalent combination of education and experience. The successful candidate must possess a comprehensive knowledge of state and County Ordinance requirements and the ability to communicate concisely and effectively to explain ordinance interpretations and requirements. Additionally, the successful candidate must possess the interpersonal skills necessary to successfully resolve confirmed violations through demonstration of excellent verbal and written communication skills. Prior experience related to conducting investigations and participation in litigation proceedings is preferred. This position requires a valid driver's license, driving record, credit, and criminal background checks.
