This position will be located at our Boise, Southwest Office. Applications will be accepted through 11:59 PM MST on the posting end date. Description To supervise staff in resource management activities; perform related work. Generally, a Lands Resource Supervisor is assigned supervisor work related to Forest Management, Service & Regulatory Forestry, Fire Management or Lands & Waterways Management.
Responsibilities:
This Resource Supervisor - Fire Warden position supervises professional and seasonal staff in the delivery of the department's fire program and hazard reduction regulatory program, authorized under Title 38, Chapters 1 & 4 Idaho Code, and corresponding administrative rules, IDAPA 20.04.01, and
IDAPA 20.04.01.
The position also plans and coordinates fire program activities with other department programs and sets fire program priorities and maximizes efficiencies. Supervisory duties include hiring, training, assigning work, evaluating performance, and resolving problems. The position directly supervises Assistant Fire Warden position.
THIS POSTION ALSO
Represents IDL on committees or at public meetings. Directs, participates, and manages district wildfire suppression response. Directs fieldwork inspections and reviews documents for technical requirements, compliance with state and federal laws, and fairness in lease/contract administration. Prepares and monitors district fire budgets, reviews and approves expenditures, maintains equipment and supplies. Facilitates communication between district staff and bureaus on emerging issues and complex concerns, requesting technical expertise or guidance with the interpretation of laws and department policies as needed. Works with private landowners, contractors, county officials, federal & state agencies, and the general public to provide information, respond to requests, and coordinate emergency response. Provides technical assistance and guidance to the public and staff on fire management issues including prevention training standards; Grant opportunities and Federal excess property program; fire business procedures; and collection of forest assessment charges. Ensures the district's vehicle fleet is well maintained and operable or properly replaced. Represent IDL on committees or at public meetings. Directs, participates, and manages district wildfire suppression response. Oversees fire investigations on the Southwest FPD to ensure cost recovery for negligently caused fires Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance, and reporting requirements. Interpreting public land survey legal descriptions, aerial imagery, and topographic and property ownership maps. Using Geographic Information System (GIS) principles and data models. Managing projects include developing and evaluating projects, preparing reports, and making recommendations. Making oral presentations and providing technical assistance and program information to management, clients, or public groups. Performing financial analyses to determine the cost/benefit of project proposals. Interpreting and applying state and federal laws, rules, and regulations related to natural resource management activities. Writing technical reports. Good knowledge of effective supervisory practices and conflict resolution methods. Possession of a valid driver's license. Minimum Qualifications Some knowledge of grant or contract administration; bookkeeping.
Experience:
interpreting, applying and explaining laws and regulations; interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements; collecting, organizing and evaluating data and writing a narrative report of findings. Desired Qualifications
SPECIALTY MINIMUM QUALIFICATIONS
Current Red Card qualification as strike team / task force leader or higher operational qualifications. Must be able to advance to Division Supervisor and Type 3 Incident Commander within 5 years.
SOME KNOWLEDGE OF
Smoke management / the National Fire Danger Rating System / Fire protection assessments
GOOD KNOWLEDGE OF
Wildland fire suppression operations / Wildland aviation operations and procedures / Weather information management
