Job Description

This full-time position is a senior-level officer responsible for managing various programs within the Fire Department with a primary focus on fire protection plan review, code enforcement, fire investigation, juvenile fire setter intervention, community fire safety programs, and other programs as assigned by the Fire Chief. Conducts research of code issues in coordination with the fire department and fire inspection staff. This full-time position may also assist in managing the Fire Department Operations Division including personnel, emergency response, and the related training and safety programs. Provides incident command functions, and supervision of fire officers and firefighters at emergency scenes and in other work settings; and provides administrative and operations support and direction as assigned.
SUPERVISION RECEIVED AND EXERCISED
Work is performed independently with guidance and direction from the Fire Chief. Coordination of all personnel assigned to assist in the accomplishment of essential functions. Performs varying forms of supervision and work direction for paid-on-call firefighters and fire officers at emergency scenes and in other settings. Serves in the incident command structure at emergency scenes and/or in City's emergency operations center.
ESSENTIAL FUNCTIONS
Responds to emergency incidents as assigned and functions as a firefighter, being physically capable of completing the firefighter physical ability test on an ongoingbasis. Manages and evaluates personnel at the scene of emergencies and othersettings. Manages/conducts the review of fire protection system plans for new construction and alteration of existing buildings. Also reviews construction site plans for issues related to provision of fireprotection. Manages/coordinates the fire investigation function to include: conducting investigations, coordinating with other agencies, preparing reports, and maintaining data andfiles. Manages the community fire safety education program to include: curriculum development, ordering materials, training personnel, scheduling programs, teaching programs, and evaluating programeffectiveness. Research code issues when assigned and provide follow-up to the FireChief. Proposes and prepares policies, procedures and ordinances as assigned by the Fire Chief. Assists in preparing budget for assigned areas ofresponsibility. Under the direction of the Fire Chief, represents the Cities in development of fire codes on local, state, and national level.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
Operations, services, and activities of the Fire Department. Pertinent Federal, State, and local laws as they relate to fire and building codes, fire and arson investigation, and juvenile fire setter intervention. Current programs and practices concerning community fire safety education and injury prevention. Principles, practices and methods of comprehensive fire suppression, hazardous materials, emergency response, safety and injury prevention, and emergency medical services. Principles of incident command, supervision, training and performance evaluation. Pertinent, Federal, State and local laws, codes and regulations. Fire Department policies and procedures.
Ability to:
Communicate clearly and concisely, both orally and in writing. Operate a computer and other office equipment. Establish and maintain effective working relationships with those contacted in the course of work. Operate assigned vehicle Manage assigned projects and set appropriate priorities. Interpret and apply applicable Federal, State and local policies, laws and regulations in assignedareas. Coordinate the work of personnel assigned to assist with required projects.

Minimum Qualifications:
Post-secondary degree in fire science, fire service management, or related field,or equivalent combination of education and experience. Five years of progressively responsible fire service experience with at least two of those in a supervisoryrole. Demonstrated experience in developing and administering fire prevention and fire investigationprograms

WORKING CONDITIONS
Environmental Conditions:
Office and emergency firefighting environment; travel from site to site; work closely with others.
Physical Conditions:
Essential and other important responsibilities and duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; adequate hearing, vision, and speech; required to operate assigned vehicle in routine and emergency response situations. The work environment characteristics described here are representative of those a deputy fire marshal may encounter while performing the essential functions of the job. While wearing personal protective equipment which weighs approximately twenty-five pounds, and also wearing self-contained breathing apparatus (SCBA) which weighs approximately twenty-five pounds; the assistant chief may work in areas that may or maynot be protected from the weather. The assistant chief may work in extreme cold temperatures or high temperatures of which either may cause marked bodily discomfort or reactions. The assistant chief may encounter wet conditions and high humidity as well. The assistant chief may have to perform rescue and/or lifesaving duties in and around stable and moving water environments where the water depth may be greater than the height of the firefighter. The deputy fire marshal may have to perform emergency response functions in confinedspaces. The assistant chief may work in environments that are immediately dangerous to life and health. The environment may include smoke or other toxic conditions, and the assistant chief may be exposed to a variety of physical hazards including unsound structures, moving mechanical equipment, electrical equipment, and working in elevated areas. The assistant chief is at risk of being exposed to high temperatures, low temperatures, radiant energy, toxic chemicals, radioactive materials, biological agents, andexplosives. Frequently encounters noise and/or vibration exceeding 80 decibels (constant or intermittent) to cause marked distraction or possible hearingloss.

Vision:
