Fire Marshal - Division Chief

Under administrative direction of the Fire Chief, the Fire Marshal plans, directs, manages, supervises, coordinates, and participates in the activities and operations of the fire prevention division of the fire department including fire investigation, fire inspection, plan review, new construction inspection, and the public fire education program; provides training and coordination to fire department personnel in fire prevention; coordinates assigned activities with other divisions, departments and outside agencies; responds to citizens' concerns and requests; and enforces city and state fire and safety laws. Additional duties within this rank may also include the following: Responding to fire scenes to participate in and/or conduct fire and arson investigations which includes the investigation and analysis of fire-related incidents, using a variety of forensic analysis methods, crime scene investigation techniques, and chemical analysis; and participating in or making arrests or performing other law enforcement duties. Manage, supervise, and coordinate the activities and operations of the fire prevention division, which includes fire investigation, fire inspection, plan review, new construction inspection, and the public fire education program, to include but not limited to, reviewing and evaluating work products, methods, and procedures; and meeting with staff to identify and resolve matters. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; and participate in implementing discipline and termination procedures. Ensure division members are following city and departmental policies; and ensure department's compliance with regulatory agencies. Oversee and participate in the development and adoption of applicable codes, regulations, and standards for new construction and on-going maintenance of fire protection features. Oversee, organize, and participate in inspections of buildings and other structures for compliance with applicable provisions of state and/or local codes; prepare inspection records and notifications pertaining to recommendations and violations; oversee and participate in conducting occupancy checks which may include issuing citations and/or arresting offenders. Inspect, delegate, and/or participate in inspections where fire hazards may exist including difficult and complicated occupancies; and enforce state and local laws, ordinances and regulations pertaining to the prevention and control of fire, the protection of life and property from fire, or explosion. Instruct, supervise, and assist in the work of fire inspection and the enforcement of all ordinances, laws, and codes pertaining to the fire prevention program and the transportation, storage, and handling of explosives, flammable liquids, compressed gases, acids, and other combustible and/or hazardous materials that create fire or health hazards. Respond to major fires; conduct investigations and analyses to determine cause and origin of fire; and preparing analytical reports to reveal findings. Participate in and oversee the enforcement of state laws, city codes and ordinances, and departmental policies; and disseminate information about codes and ordinances. Oversee and participate in the development and administration of assigned division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures. Supervise internal affairs investigations for the fire department as directed by the fire chief, and act as the custodian of records for all internal affairs' investigative documents. Respond to citizen inquiries and concerns; serve on special committees; and attend and participate in professional group meetings to stay abreast of new trends and innovations in the field of fire prevention, suppression, training, and management. Perform other related duties as assigned by the fire chief.

Required:

Associate degree in fire service or related field and ten (10) years combined experience in fire suppression and fire prevention, with a minimum of five (5) years in fire prevention; and three (3) years of supervisory experience; or an equivalent combination of education and experience. Valid Texas Driver's License. Master Certification in Structure Fire Protection issued by the Texas Commission on Fire Protection (TCFP). TCFP Fire Inspector I & II Certification. TCFP Plans Examiner I Certification. TCFP Fire Investigator Certification. Intermediate TCOLE Peace Officer Certification. TCOLE Chief Administrator Designation. Knowledge of modern firefighting, EMS, technical rescue and hazardous materials practices. Knowledge of management practices and department personnel administration policies. Knowledge of fire and safety codes, building construction, public education programs, and investigation techniques. Knowledge of methods, techniques and equipment used in modern firefighting. Knowledge of pertinent federal, state, and local codes, laws, and regulations including building codes and fire prevention codes. Knowledge of methods and techniques of public education pertinent to fire prevention and safety. Ability to read and interpret codes, regulations, technical reports, and building plans. Ability to prepare clear, concise records and reports. Ability to foster and maintain collaborative relationships with internal and external stakeholders. Ability to communicate clearly and concisely, both verbally and in writing. Ability to work on-call rotation and respond after hours to major incidents, as needed.

Preferred:

Bachelor's degree in fire science or related field. Chief Fire Officer Designation from the Center for Public Safety Excellence (CPSE) Commission on Professional Credentialing (CPC). Fire Marshal Designation from CPSE's CPC. Advanced or Master TCOLE Certification

SPECIAL REQUIREMENTS

Drug Screening:

Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.

Additional Criminal Background Screening Required:

In addition to the standard pre-employment criminal background check, individuals receiving a conditional offer for this position shall be subject to a fingerprint-based background screening due to the required access to secured buildings and/or secure data systems.
