Under general supervision to perform general duty firefighting and fire prevention activities; to respond to emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance; and to do related work as required.DISTINGUISHING CHARACTERISTICS
This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.EXAMPLES OF DUTIES
Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.MINIMUM QUALIFICATIONS
Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.Education:
Graduation from high school or equivalent. (College level course work in fire science desirable).License/Certification:
Possesion of a valid Commercial Class B California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law. Possession of a valid Emergency Medical Technician-1 (EMT-1)Certificate Age:
Twenty-one (21) years of age for entrance.Physical:
Weight commensurate with height and build. Benefits Firefighters Union Local 1879 INCENTIVE PAY Longevity Pay Incentive is 2.5% of base salary for members who have completed 5 years of employment with Daly City Fire Department, Educational Incentive is 3% of base salary and is achieved by completion of one of the following: Completion of 30-unit Fire Science Program from an accredited educational institution. Documentation for completed units shall be either a certificate of completion or a copy of the transcripts showing completion of the units. Elective units completed must comply with the San Mateo Community College acceptable elective units in a Fire Science Program. An AA degree in Fire Science shall be deemed to satisfy the requirements for the Educational Pay. A Bachelor of Arts (BA) or Bachelor of Science (BS) from an accredited educational institution. Documentation for the degree shall be either a copy of the diploma or a copy of the employee's transcripts showing the degree was obtained. Completion of the California State Fire Training Firefighter 2 Certification. Documentation for the successful completion of the program shall be a copy of the employee's certification. Effective the first full pay period in July 2026, the City shall increase Education Incentive Pay by one- half percent (0.
II. PARAMEDIC PROGRAM
Affected employees assigned by the Department as Paramedic shall receive Paramedic Assignment pay as follows: 13% of top step of Fire Engineer salary Affected employees assigned by the Department as Emergency Medical Technicians shall receive EMT pay as follows: 5% of top step of Fire Engineer salaryIII. SCOTT TECH PAY
Employees who maintain current certification for Scott Air-Pak SCBA maintenance and overhaul and who are assigned by the department as Scott Technicians will receive $300 monthly. Effective the first pay period of July 2025, this incentive pay will increase to six hundred and fifty dollars ($650) per month.IV. PRECEPTOR DIFFERENTIAL PAY
Employees actively assigned as a Preceptor to train, supervise and develop Paramedic Interns shall receive a $6.00 per hour differential pay when actively performing preceptor-related duties. The Preceptor Differential Pay shall not exceed $3,000 per preceptor, per assignment and has a $9,000 cap per calendar year.V. BILINGUAL PAY
($100.00) per month bilingual pay to employees who are routinely and consistently assigned to positions requiring communication skills in languages other than English who become certified eligible for such pay. Effective January 1, 2026, bilingual pay will increase to one hundred and fifty dollars ($150.00) per month. The following languages are approved for bilingual pay compensation: Spanish, Tagalog, Mandarin, Cantonese, Korean, Vietnamese, Italian and American Sign Language.VI. HOLIDAYS
Fire personnel on 24-hour shifts are paid 8% holiday-in-lieu pay (comprised of base salary, longevity and/or educational incentive pay).VII. UNIFORM ALLOWANCE
Uniform allowance equal to $850.20 per year is paid in equal installments of $32.70 per pay-periodVIII. RETIREMENT-PERS 3
% @ Age 55 for Classic Members Effective 01/01/2013; Fourth Level 1959 Survivor Benefit, One Year Final Compensation, Pre-Retirement Optional Settlement 2 2.7% @ Age 57 for New Members Effective 01/01/2013; Three Year Final Compensation Employer Contribution (Classic): 59.60% (eff. 07/01/25) Employer Contribution (PEPRA) 61.85% PEPRA members shall pay fifty (50%) percent of the total "normal cost" of the plan as defined by CalPERS as well as three quarters of a percent (.75%) of the employer's contribution. For example, the total contribution for FY25-26 is 12.25% (11.5% statutory member contribution plus 0.75%). Classic members shall pay their entire member contribution of nine (9%) percent, as well as an additional three (3%) percent of the employer's contribution, for a total of twelve (12%) percent. The City pays 0% of the employee contribution. Affected employees are eligible and are offered 414h, a one-time, irrevocable option for the employee to elect to have his or her mandated PERS-employee contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.IX. RETIREMENT HEALTH SAVINGS
(RHS) A retiring employee shall place 100% of eligible sick leave cash out into the City-sponsored Retirement Health Savings Account. (Sick leave cash out does not apply to new employees hired after 7/1/2019) The retiree health benefit for all bargaining unit employees hired on or after July 1, , shall be limited to the PEMHCA minimum. For all members of the bargaining group shall contribute to Mission Square retiree health savings account (or any account established under this section) an amount equal to $100.00 per month for each month of employment. Effective January 2026, employees shall increase their contributions by $125 per month (total $225) For employees hired on or after November 14, 2022: The City shall contribute $50 per month to the current Mission Square retiree health savings account. Effective January 2027, the City shall contribute $50 per month to each employee's RHS Account, regardless of hire date. Effective January 2028, the City shall contribute $75 per month to each employee's RHS Account. A retiring employee shall place 100% of vacation and comp time cash out into the City contracted health savings account (or any account established under this section)X. HEALTH AND WELFARE A.

100% of the CalPERS Kaiser Bay Area medical premium (for employees hired before July 1, 2019, the employee only cafeteria allowance shall remain frozen at $1485.00 per month until it equals the employee only Kaiser rate.) Medical- PERS basic health plans offered and employees may purchase coverage with remaining monies after mandated purchases. If total monthly health premium exceeds amount of any remaining monies, employee pays difference via payroll deduction. Unused monies from applicable monthly amount are applied to wages. - Cost for coverage is $0.235/$1K. Firefighters, Fire Engineer Operators and Fire Captains may purchase coverage paying a monthly premium of $0.90. Additional Term Life Insurance
- Available in $10,000 increments to those Firefighters, Fire Engineer Operators and Fire Captains who have purchased Optional $4,000 basic term life in any amount between $10K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee. Vision Reimbursement Program
- Employees and their dependents are eligible for a maximum reimbursement of $200.
XI. VACATION
Accrual rates are: 12 hours per month accrue from initial employment date 16 hours per month after fourth anniversary date 20 hours per month after twelfth anniversary date 24 hours per month after twentieth anniversary date 26 hours per month after twenty-fourth anniversary dateXII. SICK LEAVE
Affected employees may accrue unused sick leave years. Pay out of one-half of employee's total accrued sick leave hours up to maximum of 58 working shifts, applies ONLY at time of retirement, death, or abolishment of position. (Sick leave payout is eliminated or all new employees hired after 7/1/2019)XIII. MILEAGE
- Effective January 1, 2025, reimbursement rate is 70 cents per mile.
