Clarificion from the agency On Board Federal Employees of the Maryland Nional Guard/Current and Former members of the MDNG Duties Help The purpose of this position is to serve as the Deputy Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the base. This position performs the following duties: As Deputy Fire Chief, participes in all aspects of the administrion and planning of a comprehensive fire prevention, firefighting, and rescue program the installion. Responsible for overall direction of the activities of the training, technical services, and operions programs and operion of the communicions center. Reviews plans, schedules, and other management activities of subordine assistant chiefs, ensuring th all programs are fully functional and opering maximum efficiency and effectiveness. As necessary, reassigns employees to balance manning of subordine programs and otherwise ensures th all programs are manned to accomplish the mission. Responsible for review of base plans, policies, stregy, tactics, and procedures for fire suppression and prevention to ensure compliance with current and new nional consensus standards, Nional Fire Codes, uniform building codes, Code of Federal Regulions, Occupional Safety and Health Administrion policies and procedures, and environmental laws and regulions as they apply to fire protection. Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilizion in fire control or aircraft crash/rescue operions. Assesses the fire scene/emergency situion to facilite fire/rescue operions and to brief the Fire Chief upon arrival. Supervises safe and proper rescue operions of endangered persons. Ensures rescue operions are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Determines adequacy of measures taken to minimize the loss or damage as a result of fire or explosions. Responds to hazardous merial incidents, and inities actions to establish control of the affected area with minimal risk to response personnel and the environment. Ensures th personnel are properly protected to handle hazardous merial. Assists the Fire Chief by representing the Fire Protection Flight a variety of installion, local community, and functional area organizions and by participing in special projects and initiives. Establishes, develops, and maintains effective working relionships with personnel, manpower, other staff officials, and municipal and other federal fire departments. Provides technical advisory services to management on all mters pertaining to fire protection and prevention. Coordines with off-base fire departments in planning, developing, and conducting training and to work out cooperive, mutual aid agreements. Makes recommendions on required fire protection engineering criteria for construction plans and specificions for both new facilities and renovion of existing facilities. Identifies needs, recommends acquisition of, and budgets for additional and/or different fire protection, firefighting and specialized rescue equipment, contract services, formal training, etc. Participes with the Fire Chief in the exercise of supervisory personnel management responsibilities. Directs, coordines, and oversees work through subordine assistant chiefs. Advises staff regarding policies, procedures, and directives of higher-level management. Approves or selects candides for subordine non-supervisory positions and recommends selections for subordine supervisory positions taking into considerion skills and qualificions, mission requirements. Ensures reasonable equity among elements of performance standards developed, modified, and/or interpreted, and ring techniques developed by subordine supervisors. Explains performance expections to subordine supervisors and employees. Directly supervises and provides regular feedback on strengths and weaknesses. Appraises performance of subordine supervisors and other employees directly supervised and serves as reviewing official on evaluion of non-supervisory employees red by subordine supervisors. Approves expenses comparable to within-grade increases and extensive overtime. Performs other duties as assigned. Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions. 6. This position requires the employee to work under adverse environmental conditions and falls under the respirory protection program and hearing conservion program. 9.
