Job Description

Chief of Police 100 North Express Street, Paris, AR 72855 Full-time Full-time Chief of Police City of Paris, Arkansas Position Summary The City of Paris, Arkansas is seeking a professional, community oriented, and forward thinking Chief of Police to lead the Paris Police Department. The Chief of Police serves as the department's executive leader and is responsible for planning, directing, managing, and overseeing all law enforcement operations, personnel, budgets, training, community policing initiatives, and public safety programs. The Chief works closely with the Mayor, City Council, Logan County law enforcement agencies, state agencies, and community stakeholders to ensure the safety and well being of all residents. Essential Duties and Responsibilities Provide leadership, direction, and supervision for all department personnel. Develop and implement policies, procedures, and best practices consistent with state and federal law. Manage departmental budgets, equipment, grants, and resources responsibly. Foster positive community relationships through transparency, engagement, and community policing. Coordinate with the Logan County Sheriff's Office, Arkansas State Police, emergency services, schools, and other public safety partners. Oversee criminal investigations, patrol operations, evidence management, and special enforcement efforts. Ensure compliance with Arkansas Commission on Law Enforcement Standards and Training (CLEST) requirements. Recruit, train, mentor, and evaluate department personnel. Prepare reports and recommendations for the Mayor and City Council. Respond to major incidents, emergencies, and critical events as required. Maintain high standards of professionalism, ethics, accountability, and public trust. Minimum Qualifications Certified law enforcement officer in Arkansas or able to obtain Arkansas certification through reciprocity. Minimum of 10 years of progressively responsible law enforcement experience. Minimum of 3 years in a supervisory or command level position. Strong knowledge of modern policing practices, criminal investigations, community policing, budgeting, personnel management, and law enforcement technology. Excellent communication, leadership, and public relations skills. Valid driver's license and satisfactory driving record. Ability to pass all required background investigations. Preferred Qualifications Bachelor's degree in Criminal Justice, Public Administration, or related field. Previous experience as a Police Chief, Assistant Chief, Captain, Sheriff, or other senior command level position. Experience with grant administration and budget development. Demonstrated success in community engagement and interagency cooperation. Experience managing small town or rural law enforcement operations.
